LEAP Program Description

Global Solutions Ventures (GSV) a joint-venture partnership between ZemiTek LLC and Dexis Consulting Group is implementing the Long-term Exceptional Technical Assistance Project (LEAP Global) a mechanism originally used by USAID to battle against infectious diseases such as malaria HIV/AIDS tuberculosis neglected tropical diseases and pandemic influenza. As of July 1 2025 LEAP Global transitioned to the U.S. Department of State (DOS). This initiative aims to address the complex human resource challenges faced by national infectious disease programs in the USA-supported countries.

The intervention of this project is to hire and embed technical expert advisors and subject matter experts within government entities. By directly embedding the technical expertise within the national programs LEAP provides long-term sustainable lifesaving support to empower host governments to lead and manage key aspects of their infectious disease portfolios and improve coordination between the U.S. Government and the host country.

About the Position

A robust and agile supply chain is a cornerstone of the America First Global Health Strategy ensuring the availability quality and rapid deployment of essential health commodities such as diagnostics vaccines and treatments. These capabilities are critical for preventing avoidable epidemics detecting emerging threats early and responding swiftly to outbreaks. To achieve these objectives the strategy prioritizes integrated and resilient supply chains strengthened by private sector logistics pooled procurement and data-driven inventory systems.

At the heart of this vision is the Electronic Logistics Management Information System (eLMIS) which provides real-time visibility and coordination across health commodity flows. By delivering accurate up-to-date data on stock levels consumption patterns and distribution eLMIS enables informed decision-making and proactive supply chain management.

Keeping eLMIS updated and fully functional is essential. Timely system updates allow decision-makers to act quickly to prevent stockouts or overstockingespecially during outbreaks or emergencies. Reliable data supports national health planning donor reporting and compliance with global health standards while also enabling the rapid deployment of critical commodities during health crises.

Moreover eLMIS serves as an early warning mechanism detecting unusual demand patterns or consumption spikes that may signal emerging health threats. This capability strengthens preparedness and response systems ensuring that both the U.S. and partner countries can effectively manage endemic and emerging infectious diseases.

The objective of this scope of work is to hire two (2) Computer Programmers who will support the Department of Health (DOH) in the Philippines fortify and optimize the Electronic Logistics Management Information System (eLMIS) as a critical enabler of global health security under the America First Global Health Strategy in carrying out life-saving humanitarian assistance (LHA) service delivery in full alignment with the new Presidential Executive Order (EO) directives.. The programmers will conduct a comprehensive gap analysis resolve technical issues enhance the system performance and ensure data integrity to maintain operational reliability in alignment with DOH technical standards. By strengthening eLMIS the DOH will ensure real-time visibility and rapid decision-making for health commodity management enabling timely deployment of diagnostics vaccines and treatmentsessential for preventing epidemics detecting emerging threats and responding swiftly to public health emergencies.

Responsibilities

Capacity building of the DOH staff responsible for the eLMIS

  • Strengthen system management and troubleshooting skills by training staff to manage system updates configuration changes and diagnose common system and data issues.
  • Build structured technical support capacity through development of troubleshooting competencies and clear escalation pathways for complex technical problems.
  • Enhance data use for decision-making by training staff to routinely integrate eLMIS data into meetings reviews and performance monitoring processes.

System Stabilization and Maintenance

  • Identify troubleshoot and fix all known bugs and system errors in eLMIS.
  • Address data correction issues including discrepancies in reports transaction errors and data inconsistencies.
  • Implement approved change requests in compliance with project requirements.

System Enhancement and Optimization

  • Refactor legacy eLMIS modules to improve system performance and maintainability.
  • Optimize backend processes to support real-time data processing.
  • Enhance database queries structures and stored procedures to improve efficiency and system response time.

Development and Technical Support

  • Develop enhance and maintain system functionalities using Microsoft C# / and JavaScript (Vanilla or AngularJS).
  • Manage and maintain MS SQL / MSSQL databases including performance tuning.
  • Ensure compliance with established development standards and technical specifications.

Reporting and Coordination

  • Attend weekly online meetings or submit weekly progress reports to the DOH Central Office and the U.S. Department of States Regional Foreign Assistance Section (DOS-RFA) summarizing:
    • Project progress and focus areas
    • Issues encountered and proposed solutions
  • Prepare and submit Monthly Progress Reports detailing:
    • Activities undertaken and accomplishments
    • Issues resolved and challenges encountered
    • Code refactoring and backend optimization efforts
    • Data quality improvements and adoption interventions
    • Overall project status and next-month plans

Communications:

  • Close collaboration and regular meetings with the DOH the Supply Chain Management System the DOH eLMIS Lead the Supply Chain Governance Council and the technical working groups.
  • Close collaboration and cooperation with the DOS-RFA Senior Supply Chain Consultant.
  • Regular meetings or conference calls with U.S. Embassy Department of States Regional Foreign Assistance (DOS-RFA) Section together with the implementing partners and other technical advisors working on supply chain.
  • The Computer Programmer should provide information and avail him/herself for calls/meetings with the U.S. Department of States as requested.

REPORTING:

The Computer Programmer will provide a detailed monthly report to the U.S. Department of State submitted by the 5th day of the following month. Additionally the Advisor will submit a weekly progress report to U.S. Embassy/Department of State (and participate in weekly calls) to include a short paragraph about main successes for that week.

Qualifications

  • Bachelors Degree in Computer Science Information Technology or equivalent
  • At least two (2) years of experience as a software developer
  • Proficiency in Microsoft C# /
  • Experience with Vanilla JavaScript and/or AngularJS
  • Strong working knowledge of Framework
  • In-depth experience with MS SQL / MSSQL Database Management
  • Demonstrated experience in database optimization and performance tuning
  • Strong analytical and problem-solving skills
  • Ability to work with legacy systems
  • Attention to detail particularly in data accuracy and validation
  • Effective communication and reporting skills
  • Ability to work independently and meet project deadlines
  • Experience in project management
