Description of Work

The role is in the Federal Financial Reporting Branch of the Department of Health and Human Services (DHHS) Office of Controller located at 1915 Health Services Way Raleigh NC. It serves as the accountant within the DHHS Office of Controller for the cash management team with primary responsibility for all federal grant drawdown activities for DHHS. The grant accountant also handles CMIA reporting and monitoring of block grant drawdowns and allocations.

This role supervises the drawing of federal funds for the Department from various federal drawdown systems. Other responsibilities include certifying funds in the North Carolina Financial System (NCFS) recording journals in NCFS for cash deposits and transfers to each agency for all federal grants and analyzing NCFS reports to identify and correct errors associated with drawdowns. Monthly federal budget code reconciliation is also part of the duties.

Additional tasks include assisting with the year-end Annual Comprehensive Financial Report (ACFR) and interacting extensively with all levels of DHHS management division budget and program staff and various branches of the Controllers Office.

Salary Grade Range: $52592.00 - $92036.00

Recruitment Range: $52592.00 $80319.00

  • Proven in-depth knowledge of accounting theories principles and Federal grant accounting.

  • Strong analytical skills and excellent communication skills.

  • A self-starter and capable of performing job requirements with minimal supervision.

  • NCFS experience and Extensive knowledge of Excel and Word is required.

The Office of the Controller sets and interprets all accounting and financial reporting policies and procedures for the Department as authorized by the rules and regulations of the Office of the State Controller and state statutes and executes all accounting transactions for DHHS.
