Were seeking an experienced Project Portfolio Manager to lead strategic initiatives and ensure alignment across our project this role youll oversee multiple programs/projects optimize resource allocation and drive business value through effective governance and prioritization.

Knowledge Skills and Abilities/Management Preferences

Salary Grade Range: $121140.00 - $211997.00

Recruitment Range: $121140.00 $140000.00

Candidates now meet the minimum qualifications of a position if they meet the minimum education and experience listed on the vacancy announcement.

The Knowledge Skills and Abilities (KSAs)/ Management Preferences are not required. Applicants who possess the following skills are preferred:

  • Proven experience in HHS program areas information systems management activities which may include portfolio management strategy development and complex project management leadership on large IT Project Portfolios consisting of large size and complex IT programs/project multiple medium projects and facilitation of team involvement to resolve difficult technical issues.

  • Demonstrated ability to communicate progress through presentations dashboards briefings and reports tailored for executive leadership.

  • Demonstrated proficiency in managing large complex projects and/or programs utilizing project management methodologies including PMP SAFe or PMI-ACP certification. Prefer experience in project management or product owner or scrum master role.

  • Documented experience creating and communicating projects or product roadmaps and / or budgetary projections with comprehension to establish and maintain technology roadmap and develop IT strategy.

  • Demonstrated ability acquiring and managing project managers and other project resources or positive utilization of matrixed team resources while working and maintaining a high level of trust and confidence with stakeholders to translate business needs to technology requirements.

About the NCDHHS Information Technology Division

In collaboration with our partners the North Carolina Department of Health and Human Services (DHHS) protects the health and safety of all North Carolinians and provides essential health and human services. The IT division (ITD) is one of the divisions that report to the Operational Excellence portfolio. The ITD division comprises four sections: Implementation and Operations Strategy and Workforce Enterprise Technology and Vendor and Finance. ITD offers the following services but not limited to implementations operations project/portfolio management infrastructure consulting business division liaison digital transformation IT strategy enterprise technology IT contract and vendor management and data office services.
