Tallaght University Hospital (TUH) is a model 4 voluntary academic teaching hospital partnered with Trinity College and situated in southwest Dublin. With a staff of over 4000 people from 70 differentcountries it provides both acute and tertiary care to an increasing population of circa 800000 people and is a provider of local regional and national specialties. It is also a National Urology Centre the second largest provider of dialysis services in the country Pelvic and Acetabulum National Centre and a designated Trauma Unit.

The Hospital is part of the newly established HSE Dublin & Midlands Region which serves a population of over 1.2 million across seven counties and operates under the governance of an independent Board of Directors who give their time on a voluntary basis. TUH is also supported by the Adelaide Health Foundation the Meath Foundation and Tallaght University Hospital Foundation.

PERSON SPECIFICATION
qualifications
Candidates must possess sufficient administrative capacity to discharge the functions of the office and have management ability and experience including:
Essential:
  • A minimum of five years experience of working at senior management level in healthcare or in a similar large complex organisation with a diverse workforce.
  • Degree level qualification.

Desirable:
  • Master degree level or equivalent
  • Possession of a professional clinical qualification in a healthcare profession (Medicine Nursing or Health and Social Care Professional)

KEY RELATIONSHIPS
  • The Hospital Board CEO Clinical Directors and Corporate Directors Consultant Medical Staff and Operations Leads
  • To build and maintain appropriate relationships with all external stakeholders and promote Tallaght University Hospitals future service opportunities.

GENERAL ACCOUNTABILITY
The person chosen will:
  • Deputise for the CEO as required and contribute to the Executive Management on call rota
  • Act for and represent the CEO in matters pertaining to their area of responsibility as directed and delegated from time to time.
  • Undertake line Manager role to Health and Social Care Professionals Internal Audit Communications Department and Business Analytics ensuring the effective and efficient development and deployment of the workforce capacity and capability
  • Work collaboratively with the Chief Executive Clinical Directors and Corporate Directors in the service lines and with the Associate Directors of the corporate functions to ensure smooth and effective delivery of Hospital services
  • In collaboration with Clinical and Corporate Directors facilitate the implementation of the Extended Working Day/Week at Tallaght University Hospital (TUH) in accordance with the principles laid out in HSE circular 009/202 ensuring a robust effective and compliant programme of governance arrangements are implemented and maintained.
  • Ensure staff and other resources are secured deployed and managed effectively.
  • Ensure agreed financial performance objectives are set and met.
  • Ensure all Key Performance Indicators and contractual information requirements are met.
  • Participate as a mandatory member of relevant Hospital committees including the Executive Management Team and on Specific Board Subcommittee meetings as delegated by the CEO
  • In conjunction with the CEO and members of the EMT lead on implementation of the Hospital strategy with particular responsibility for the research and innovation strategy pillar.
  • Support the development and implementation of appropriately focused management and operational planning and control systems at the Hospital. These systems will be designed to facilitate improved correlation between responsibility and accountability at all levels.
  • Support the annual Service Planning process for the Hospital in accordance with the HSE and coordinate the service level arrangements.
  • Coordinate and ensure updated SLAs with all relevant services in line with legislation/regulation
  • Participate in the budgetary process with particular emphasis on ensuring that financial/resource allocations and output plans are consistent with corporate goals and objectives and are achieved.
  • In conjunction with the Chief Operations Officer (COO) work with the Clinical Directors and Corporate Directors in delivering the development and implementation of service line management across the Hospital.
  • Work collaboratively with the COO Clinical Directors and Corporate Directors to ensure effective and safe patient flow throughout the hospital ensuring pathways of care are in place that are designed to meet the needs of patients attending the hospital.
  • Establish implement maintain support and continuously review clear cut efficient and effective working relationships and communications both within and between clinical and clinical support service departments/divisions. Support the development of a clear programme of engagement with all staff to ensure the delivery of ongoing internal communication objectives.
  • Maintain throughout the Hospital an awareness of the primacy of the patient in relation to all Hospital activities.

  • Undertake other duties and tasks as may be assigned by CEO from time to time.
SPECIFIC ACCOUNTABILITY
The successful candidate must be able to demonstrate proficiency in managing large strategic development projects. A particular focus of the deputy CEO role will be to lead the implementation of the TUH Strategy. This includes the integration of acute and community services to the benefit of our patient population. Specific clinical strategic projects will be assigned by the CEO; the current remits of projects identified to date are outlined below. These projects will be subject to change based on the implementation and delivery of the Hospitals Strategy.
  • Supporting the clinical directorates/departments in delivering cost effective and efficient services ensuring the Hospital achieves all its clinical performance targets.
  • Using their leadership skills to ensure they have a visible accessible and professionally authoritative presence providing leadership throughout the Hospital.
  • Determining an organisational structure that can best deliver the required outcomes within the budgets available and work towards development of the substantive clinical directorate and operations management structures.
  • Overall performance of the clinical services provided by the Hospital including development of new policies procedures and organisational structures.
  • Lead on all projects as delegated from the CEO.
  • Responsibility for all regulatory compliance throughout the hospital.
  • The post holders target priorities/projects may change over time as determined by the CEO.

GENERAL RESPONSIBILITIES
  • To manage and provide the relevant information on all the required key performance indicators. Develop business cases strategic plans project plans new policies and procedures consultation papers and governance arrangements as required.
  • To provide leadership and support to the Clinical Directors and Corporate Directors in being able to provide all necessary assurances as regards the Hospital activity and service delivery including coordinating the Board Integrated Management Report.
  • To provide full information to the CEO on all key performance indicators through regular updates in response to ad hoc requests or if a performance indicator is likely to go off track. At all times specifically raising any concerns and escalating to the CEO as required.
  • To ensure adequate induction arrangements are in place for and undertaken by all new staff within the departments noted above including risk management where appropriate.
  • To take on Hospital wide leadership for other specific projects as requested by the CEO.
  • Provide a mentorship / support role for managerial and clinical senior staff.
  • To develop positive and responsive relationships with all external and internal stakeholders.
  • To develop and reinforce the reputation of Tallaght Hospital as a provider of excellent services.


SPECIFIC DIRECTORATE RESPONSIBILITY

As delegated by the CEO Research & Ethics and Innovation Departments
  • Responsibility for the overall management of the Research and Ethics and Innovation Departments and their services.
  • Lead the TUH Research & Innovation Strategy 2024-2029 to establish TUH as a leading site both nationally and internationally for research in a complex clinical environment. This includes leading the innovation agenda for the hospital including CRF innovation industry promoting and advancing its reputation.

Health & Social Care Professionals
  • Responsibility for the overall management of the Health & Social Care Professionals and their services through the HSCP Manager & Integrated Care Lead.
Communications
  • Responsibility for the Communications Department and their service through the Communications Manager.


Internal Audit
  • The internal audit function reports to the Audit Committee of the Hospital Board. On a day-to-day basis with regards to the management of staff and service performance it is accountable to the Deputy CEO.

Information Technology & Data management
  • In conjunction with the Director of ICT develop the Business Intelligence function.
  • Ensure that the team makes the most effective and efficient use of developments in information technology for both patient care and administrative support in a manner which integrates well with systems throughout the organisation.
  • Collect interpret and present data and information on the Departments activities staffing and expenditure as required.
  • Ensure compliance with the obligations required by the Data Protection Act 2003 and GDPR regulations 2018
Hygiene / Infection prevention and Control
  • Chair the Infection Prevention and Control Committee (IPCC) meetings responsible for successful implementation of all SMART recommendations in relation to patient and staff safety.

TERMS & CONDITIONS
  • Remuneration is in accordance with the Department of Health Consolidated Salary Scales grade code 0508: 94 32 60. These particulars are subject to change in line with overall public pay policy. Point on scale allocated is based on relevant HSE Circulars.
  • The appointment is fulltime permanent and pensionable
  • The annual leave entitlement is 30 working days per year. The leave year runs from 1st April to the 31st of March each year
  • Normal working hours are 35 worked over five days. Your contracted hours of work are liable to change between the hours of 8 am to 8 pm over seven days to meet the requirements for extended day services in accordance with the terms of the Framework addition there is a requirement to participate on the Executive on-call 7/7 roster.


NOTE: The extent and speed of change in the delivery of health care is such that adaptability is essential at this level of appointment. The incumbent will be required to maintain enhance and develop their knowledge skills and aptitudes necessary to respond to a changing situation.
