The City of South Pasadena is searching for a Human Resources Analyst!

DEFINITION:Performs a wide variety of increasingly difficult and responsible duties in support of one or more of the following areas of activity: recruitment and selection; classification and compensation; employee and/or labor relations; benefits administration; human resources operations; diversity equity and inclusion; and personnel training.

DISTINGUISHING CHARACTERISTICS:
Grade Level I - Under general direction performs a variety of professional-level administrative technical and analytical duties and responsibilitiesin support of the Citys human resources functions as assignedincluding benefits administration deferred compensation administration organizational development and training and recruitmentandselection;andtoprovideinformationandassistance to City employees and the general public concerning human resources activities policies andprograms.

Grade Level II - Performs difficult and advanced journey-level professional administrative analytical and coordination duties in support of human resources functions and programs including recruitment selection evaluation classification compensation job evaluationbenefitsemployeerelationsandworkerscompensation;tooversee and coordinate assigned administrative processes procedures and programs; and to provide highly responsible and complex staffassistance to the Human Resources Manager or DepartmentDirector.


Duties & Responsibilities


EXAMPLES OF DUTIES:
The duties listed below are examples of the work typically performed by employees in this class. An employee may perform other related and emergency duties as required. An employee may perform various duties including but not limited to:

  • Develops and implements new or revised programs systems procedures and methods ofoperation;
  • Preparesandpresentswrittenandoralreportsrelatingtovariousaspectsofpersonnel administration and laborrelations;
  • Participates in the collective bargaining process by conducting research; preparing comparability analyses and various reports in support of negotiation andarbitration.
  • Develops compiles and analyzes statistical data andsurveys;
  • Conducts various personnel and disciplinary investigations;
  • Develops recommendations for resolution of inquiries and complaints to both the internal organization and externalagencies;
  • Researchescompilesandevaluatesjobanalysisinformationandtestvalidationdata;
  • Develops employment selection examinations performs analysis for validation studies and modifies tests based onanalysis;
  • Coordinates schedules and administers a variety of written performance and oral employment examinations including those in the public safety promotionalseries;
  • Develops classification specifications and conducts special studies audits and projects and makesrecommendations;
  • Develops and coordinates outreach recruitment resources andactivities;
  • Develops coordinates and conducts training and developmentprograms;
  • Evaluates requests for leave and reasonableaccommodations;
  • Administers requests to fill positions employee transfers hiring appointment onboarding and layoff processes; interviews and examines candidates; administers employee discipline.
  • Negotiates resolutions to grievances; investigates complaints of serious employee misconduct and complaints; enforces MOUs to ensure consistent departmental compliance with provisions and; acts as a Skelly officer in employee disciplinary hearings.
  • May provide professional and technical support to City-wide management and supervisory personnel regarding employment disciplinary and performance issues and grievance policies and procedures and make recommendations regarding personnel-relatedissues;
  • May provide professional and technical assistance to City-wide management and supervisory personnel as it relates to interpretation compliance and implementation of state and federal employmentlaws;
  • May assist in formulating and implementing bargaining strategies andtechniques;
  • May conduct research in preparation for negotiations fact-finding or grievance arbitration;
  • May assist in negotiations of wages hours and other terms and conditionsof employment;
  • May assist active employees with the interpretation and application of CalPERSrules andregulations;
  • MayserveastheliaisonbetweentheCityandCalPERSregardingretirementtraining counseling and post-retirement follow-up;
  • May coordinate automation projects write specifications work plans and time estimates;
  • Performs other related duties as assigned.

Qualifications


MINIMUM QUALIFICATIONS:

  • Three (3) years of increasingly responsible professional experience in humanresources or relatedexperience
  • Bachelors degree from an accredited college or university with major coursework inhuman resources public administration business administration organizational psychology or a closely related field.
  • A Masters Degree in Human Resources Public Administration Business Administration Organizational Development Industrial Relations or a closelyrelated field may be substituted for one year of the requiredexperience.
  • Must possess and maintain a valid Class C California Drivers License.

DESIRABLE QUALIFICATIONS:
  • PHR IPMA-CP or SHRM-CP certification is desirable.

Note:An equivalent combination of experience education and/or training may substitute for the listed minimum requirements.

KNOWLEDGE SKILLS AND ABILITIES:
Knowledge of:
Applicable federal state and local laws regulations and ordinances;
  • Principles and terminology of employment selection position classification and salary administration;
  • Job analysis and compensation methodology;
  • Principles and practices of effective customer servicetechniques;
Ability to:
  • Operate a personal computer and businesssoftware;
  • Understand and interpret policies and procedures and explain them toothers;
  • Collect evaluate and interpret data and make sound recommendations on complexissues;
  • Write clear concise reports and othermaterials;
  • Communicate effectively both orally and inwriting;
  • Use critical judgment in the evaluation of data and the development of planstests reports and othermaterials;
  • Establish and maintain working relationships with those encountered in the course of work including various levels of professional managerial administrative and technical personnel.
  • Maintain and administer a complex classification and compensationplan;
  • Analyze problems identify alternative solutions project consequences of proposed actions and implement recommendations in support of goals;
  • Researchanalyzeandevaluatenewprogramtechniquesmethodsandprocedures; gather display and analyze statisticaldata;
  • Work cooperatively with other departments City officials and outsideagencies;
  • Respond tactfully clearly concisely and appropriately to inquiries from the public City staff or other agencies on sensitive issues in the area ofresponsibility;
  • Communicate clearly and concisely both orally and inwriting;
  • Establish and maintain effective working relationships with those contacted in the course of work.
