Description of Work

The primary purpose of this position is to plan maintain and coordinate Habitat and Enhancement Section shellfish and artificial reef functions as well as equipment on a coastwide basis. The main function of this position is to ensure completion of enhancement objectives by managing staff and resources consistent with the Divisions Strategic Plan. The Enhancement Programs Supervisor oversees multiple statewide work units performing work with a high degree of scope diversity and complexity. Individual work units managed have a variety of functions including industrial vessel operations heavy equipment crews scientific sampling crews SCUBA teams bathymetric survey teams maintenance staff and project managers. Operational programs assigned to this position are the Shellfish Rehabilitation Program Oyster Sanctuary Program and Artificial Reef Program along with associated sampling programs. This position is responsible for staff in multiple Division offices statewide and at remote field sites along with staff onboard vessels during remote overnight operations. Functionally the Environmental Program Supervisor I oversee the enhancement side of the section.

Key Responsibilities:

Oversee core functions of reef-building programs: operations and logistics project management and biological assessment.

Manage comprehensive duties of the Artificial Reef Program Oyster Sanctuary program and Cultch Planting Program.

Serve as primary advisor to the section chief division and department on reef building activities.

Direct program budgets and establish annual and long-term scopes of work.

Provide supervisory oversight to twenty permanent staff across a wide range of backgrounds and experience.

The Division of Marine Fisheries

The North Carolina Division of Marine Fisheries (DMF) is responsible for the stewardship of the states marine and estuarine resources. The DMFs jurisdiction encompasses all coastal waters and extends to 3 miles offshore. Agency policies are established by the nine-member Marine Fisheries Commission and the Secretary of the Department of Environmental Quality. North Carolina is a member of the Atlantic States Marine Fisheries Commission the Mid-Atlantic Fishery Management Council the South Atlantic Fishery Management Council and the National Shellfish Sanitation Program. Minimum Education and Experience

Bachelors degree in one of the agricultural biological engineering environmental or natural resource sciences or a closely related curriculum from an appropriately accredited institution and three years of progressive experience in environmental work; or an equivalent combination of education and experience.
