Job Summary

Mandated by the UK NSMS Aug 22 building on messages from the Global Britain in a Competitive Age: The Integrated Review of Security Defence Development and Foreign Policy and Maritime 2050 to deliver five strategic objectives:

  • Protecting our homeland.
  • Responding to threats.
  • Ensuring prosperity.
  • Championing values.
  • Supporting a secure resilient ocean.

SDR 2025. The SDR is the Plan for Change for Defence. It sets out the following new ambitions:

  • NATO First: stepping up on European security by leading in NATO with strengthened nuclear new tech and updated conventional capabilities.
  • Move to warfighting readiness: establishing a more lethal integrated force equipped for the future and strengthened homeland defence.
  • Engine for growth: driving jobs and prosperity through a new partnership with industry radical procurement reforms and backing UK businesses.
  • UK innovation driven by lessons from Ukraine: harnessing drones data and digital warfare to make our Armed Forces stronger and safer.
  • Whole-of-society approach: widening participation in national resilience and renewing the Nations contract with those who serve.

NSCR 2018 introduced Fusion Doctrine to improve our collective approach to national security. JCN 1/25 20254 builds on the Warfighting Capstone Concept 2040s assertion that fighting a key adversary would require a national effort and supports the SDR 2025. It therefore focused on Defences contribution to solving national problems and others contributions to Defence. It targets the intersection of Defences contribution to home defence national security and NATOs plans for deterrence and defence of the Euro-Atlantic area. Preliminary deductions assumptions and limitations and guiding principles include:

  • The first duty of the UK government is to keep the British People safe.
  • Making the UK more resilient to attack closes or hides vulnerability gaps creating dilemmas for and denying benefits to adversaries.
  • Russia is likely to pose the most acute military threat to the UK and its Allies for at least the next decade.
  • The UK is not a place of sanctuary.
  • The integrated forces ability to endure in conflict would be finite.
  • The UKs geography is key to its protection and to the deterrence and defence of the Euro-Atlantic area.

The Royal Navy Warfighting Ready Plan 2025 highlights that the Royal Navy will deliver a ready and resilient conventional and nuclear deterrent able to fight and win against peer adversaries as part of an integrated NATO force while safeguarding the UK homeland critical national infrastructure and Overseas Territories by 2029.

RN assets and RM units will not routinely be allocated to JMSC or the organisations embedded within the JMSC organisation. However the NAVY COMOPS SO2 JMSC RNLO (NCSO2RNLO) will maintain awareness of the general location and tasking of Naval Service (NS) assets to inform JMSC Operational planning. Allocation of NS assets will be considered on a case-by-case basis by Standing Joint Headquarters (SJC) Guardian Defence SPO CT & UK Ops Team in Whitehall and RN Maritime Operations Centre (MOC) in Northwood HQ. The MOC will aim to support JMSC tasking when it does not interfere with mandated operational activity and can be achieved within spare capacity.

  • NCSO2RNLO as directed by the MOC will provide direct support to the JMSC Executive Leadership Team (ELT) through the delivery of their routine and exceptional tasks. They will maintain regular liaison with:
  • Multi-Agency organisations & JMSC Liaison Officers within JMSC.
  • The RN MOC via Fleet Operations Officer (FOO) and Duty Fleet Controller (DFC) for all routine operations.
  • CTF320 and the Maritime Air Operations cell (MAOC) for wider awareness and deconfliction with partner agencies.
  • SJC Guardian if Military Aid to Civil Authorities (MACA) is requested.
  • The RN MOC N3/5 Leadership via COMOPS Homeland / MDA SO1.
  • Attending the MOC Weekly CUB twice monthly.
  • JMSC RN Lead (N2) and team to maintain situational awareness of maritime activity in the UK Maritime Domain and to develop on-site inter-agency interoperability.
  • NS force elements to gain a comprehensive understanding of their capabilities and provide early warning should the JMSC Operations Room receive a notification of a National Threat or Threat to Life that requires Defence support in responding to the situation.
  • NATO Partners and Regional UK Defence Liaison Officers (JRLOs RNRLOs RAFLOs Defence Attaché RNLOs) required for developing MACA tasking.
  • NS force elements when they are formally assigned under direct indirect or associated support to JMSC Operations.

PURPOSE

The purpose of the NCSO2RNLO is to assist in the following X-Government objectives to coordinate maritime security operations:

Operational. Identify and develop the requisite operation planning and coordination procedures inter-agency asset availability (including opportunities for interoperability) and assist in the development of fusion doctrine for the purposes of increased maritime security in high risk areas (as identified by Department for Transport Department for Energy Security & Net Zero Department for Science Innovation & Technology Border Security Command Home Office National Crime Agency Counter Terrorism Police Maritime Police Maritime Coast Guard Agency and other relevant agencies) within the UK Maritime Domain.

Tactical. Development and implementation of a RN tactical battle rhythm that supports partner agency interoperability and cooperation engendering a joint working environment that provides an effective baseline from which to project the JMSC Mission Statement.

PRIMARY ROLES

The NCSO2RNLO is to fulfil the following primary functions as part of their daily routine:

  • Ensure that the RNLO work programmes are consistent with strategic direction provided by COMOPS/MOC and working alongside the JMSC ELT.
  • Propose inception of MOUs and Partner Agency collaboration frameworks in accordance with COMOPS objectives.
  • Contribute to daily information dissemination staff outreach interaction opportunities and Exercises for organisational military-specific enhancement to JMSC including SME knowledge of MACA processes.
  • Contribute to the development of JMSC Fusion Doctrine.
  • Understand key MoD publications (e.g. JCN 1/25 JDP 02 and SDR) and COMOPS standing Orders within the UK Maritime Area (e.g. OP ADDISON).

SECONDARY ROLES

The NCSO2RNLO is also to fulfil the following secondary functions as required by the regularity of the task:

  • Assist stakeholders with compilation delivery and dissemination of routine updates and briefs.
  • Oversee the compilation of weekly update reports to the MOC on JMSC specific and partner agency activity and operations.
  • Function as a JMSC staff officer in support of JMSC DD Ops.
  • Lead on the development of Standard Operating Procedures (SOPs) and guidance Notes for COMOPS JMSC LNOs.
  • Oversee RNLOs on-call outside core routines and ensure provision of adequate expertise throughout.
  • Deploy in support of MACA activity as a forward RNLO as directed my COMOPS N5 SO1 Homeland.

ACCOUNTABILITY

  • NCSO2RNLO is directly accountable to COMOPS N5 SO1 Homeland on a daily basis.
  • NCSO2RNLO is functionally accountable to JMSC DD Ops for the delivery and management of the terms of reference specified above or in the absence of COMOPS N5 SO1 Homeland.

AUTHORITY

Line Authority. NCSO2RNLO is authorised to:

  • Liaise directly (when DIRLAUTH approved) at the appropriate level and on behalf DFOO/DFC on operational matters with NS assets in support of JMSC activity.
  • Exercise line authority over the JMSC RNLO SO3 with day-to-day responsibility for their tasking and employment and function as First Reporting Officer.
  • Functional Authority. NCSO2RNLO has functional authority over RN personnel (below rank of SO1) temporarily assigned to work in the JMSC.
