Description of Work

The Public Health Disease Intervention Specialist II position performs advanced professional work to prevent and control the spread of HIV sexually transmitted infections and other communicable diseases through field investigations case management and specimen collection. The role includes identifying and locating high-priority cases and contacts coordinating with military federal and state officials for special populations and ensuring timely testing and treatment.

This position serves as lead workers by managing complex cases providing technical guidance to staff and delivering training to health professionals on sensitive disease intervention procedures including phlebotomy. Work requires collaboration with diverse stakeholders and adherence to public health laws and protocols across multiple counties.

This position reports to a regional supervisor and involves travel to varied and non-traditional settings.

Key Duties Include:
- Conduct advanced field investigations to identify and locate individuals at risk for HIV or sexually transmitted infections.
- Perform phlebotomy (drawing blood) and ensure proper specimen handling for diagnostic testing.
- Manage complex or sensitive cases and ensure timely referral for examination and treatment.
- Coordinate with military federal and state officials to maintain cooperative agreements for disease control among special populations.
- Provide technical guidance and consultation to lower-level staff on casework activities and intervention strategies.
- Deliver training to health department staff and community medical professionals on disease procedures treatment techniques counseling standards and phlebotomy practices.
- Analyze highly confidential medical records and epidemiologic data to prioritize follow-up activities and improve intervention outcomes.
- Advise healthcare providers on appropriate treatment counseling and partner referral services in accordance with CDC guidelines.
- Prepare and maintain accurate documentation and reports to support case management and program evaluation.
- Establish and sustain effective working relationships with clients healthcare providers and community organizations to facilitate disease prevention efforts.

Salary Grade Range: $43950.00 - $65926.00

Recruitment Range: $43950.00 - $60275.00

The Knowledge Skills and Abilities (KSAs)/ Management Preferences are not required. Applicants who possess the following skills are preferred:

  • Demonstrated experience in establishing and maintaining consulting relationships with health care and other human services professionals.

  • Working and current knowledge of HIV STIs COVID-19 and other infectious diseases including their symptoms diagnosis treatment follow-up analysis compilations prevention and epidemiology.

  • Extensive experience delivering clear concise oral presentations and producing detailed written reports for diverse audiences including healthcare providers public health officials and community organizations with a proven record of meeting established deadlines and quality standards.

  • Must have proven experience of working successfully among culturally diverse populations high crime and highly sensitive communities.

  • Experienced in the interpretation and application of federal state and local public health laws rules and regulations which are applicable to sexually transmitted disease and related issues express ideas clearly concisely and sensitively in oral and written form.

Bachelors degree from an appropriately accredited institution and two years of experience as a Public Health Disease Intervention Specialist including one year in the same program area
