Job Summary

Owners Permit Manager is responsible for establishing and executing the projects overall permitting roadmap/framework and managing end-to-end permitting progress with key government/public agencies (e.g. EPA USACE state/city authorities and other relevant stakeholders).

He/She leads permit schedule management concept submissions package control and approval status tracking ensuring timely permit issuance aligned with the Project Master Schedule and construction addition he/she monitors environmental impact assessment (EIA/NEPA) requirements and ongoing permit compliance to minimize regulatory schedule and construction risks and provides integrated permitting status visibility to the Client.

SCOPE OF MANAGEMENT:

  1. Establish a permitting roadmap/framework and detailed work flows (submissionreviewapprovalcompliance) for all stakeholders
  2. Manage overall permitting strategy schedule and execution status to identify and mitigate any impact on engineering procurement and construction activities.
  3. Manage government/public agency interface including EPA USACE and other permitting authorities: meetings technical coordination submission protocols and response management.
  4. Manage permit concept submissions and early engagement packages to de-risk later construction permit approvals.
  5. Implement integrated management of Construction Permit progress and link permitting deliverables and approvals to the Construction Plan/Construction Package (CP) and construction sequencing.
  6. Control submission package completeness and quality through checklists request/response logs status boards and document control coordination.
  7. Prepare periodic and non-periodic Permit Strategy & Progress Reports with dashboards including approvals forecasts and critical path risks.

ROLES & RESPONSIBILITIES:

CAT 1 Permitting Roadmap / Framework & Procedure

Develop and establish a project-wide Permitting Management Plan including authority matrix stakeholder roles and communication/escalation routes.

  1. Establish standardized procedures for: Permit concept submissions and pre-application meetings Submission package development internal review and final filing Agency information request (RFI) handling and response workflow Approval tracking conditions management and closeout
  2. Unify permitting tools/forms/templates across stakeholders for consistent reporting and traceability (checklists trackers status boards meeting minutes templates).

CAT 2 Permit Strategy & Government/Agency Interface

Establish and maintain a permit strategy by permit type/authority (EPA USACE local/state agencies) including dependencies risks and mitigation actions.

  1. Lead/coordinate owner-side communications with agencies including: Coordination meetings workshops technical clarificationsRegulatory interpretations and alignment on submission expectations Negotiation/support for review timelines and approval sequencing (as feasible)
  2. Provide strategic recommendations to the Client on permitting risks regulatory constraints and options to accelerate or de-risk approvals.

CAT 3 Permit Schedule Management & Integrated Progress Control

  1. Develop and maintain a Permit Schedule integrated with: Project Baseline Program / Master Schedule Engineering deliverables and design release plan Construction execution plan and CP milestones
  2. Monitor permit critical path items and proactively raise early warnings for schedule slippage missing inputs or agency delays.
  3. Link permit deliverables/approvals to construction readiness (e.g. permit-to-construct gates work package constraints).

CAT 4 Submission Package Control Tracking & Approvals Management

  1. Manage end-to-end submission package control including: Submission package checklists (by permit type/authority) Completeness verification of technical documents drawings calculations narratives and forms Coordinating internal reviews with CM technical team designer and consultants
  2. Track and manage: Agency information requests Response schedules and responsibilities Approval status approval conditions and commitments
  3. Maintain status boards by airport/permit type (or by site/authority/permit category as applicable) showing submission dates review cycles current status next actions and forecast approval dates.

CAT 5 Environmental Impact Assessment & Permit Compliance Monitoring

  1. Coordinate environmental/permitting requirements including EIA/NEPA and related studies (as applicable) and ensure alignment with permitting packages and agency expectations.
  2. Establish and monitor Permit Compliance requirements: Permit conditions register Compliance evidence and inspection readiness Coordination with construction and HSE teams to ensure field execution meets permit conditions
  3. Escalate compliance risks and non-conformance concerns and support corrective action planning with responsible parties.

CORE COMPETENCIES:

  • BE/BS in Environmental Engineering Civil Engineering Planning Construction Management or related field (or equivalent practical experience in permitting/regulatory management).
  • Proven experience managing US permitting and government/public agency coordination for industrial/infrastructure projects including interface with EPA USACE and local/state authorities.
  • Demonstrated capability to establish and operate a permitting roadmap/framework including schedules trackers workflows and governance.
  • Strong knowledge of permitting deliverables review cycles and typical submission components (technical narratives drawings calculations compliance plans environmental documentation).
  • Experience integrating permitting into project schedules (Primavera P6/MS Project) and linking approvals to construction readiness and work packaging.
  • Solid understanding of environmental impact assessment processes and construction-phase permit compliance monitoring and reporting.
  • Strong risk management mindset: ability to identify permitting constraints early and implement mitigation strategies.
  • Excellent communication and coordination skills to manage multi-party stakeholders (Owner/CM/Designer/Contractors/Authorities).
  • US project experience strongly desirable.
  • Bilingual (Korean & English) preferred/required depending on project stakeholder needs.

OTHER KNOWLEDGE AND SKILLS

  • Bilingual : Fluent in Korean and English
  • Knowledge of Primavera or MS Project.
  • Knowledge of Project Management of construction projects.
  • Ability to effectively communicate and coordinate progress cost construction activities with project stakeholders.
