Summary
The primary purpose of the position is to provide administrative technical support to the Program Director and team members in HBPC and serves as an information system operator.

Major duties include but are not limited to the following:
- The incumbent operates at a level of responsibility that requires independent actions withbroad program directives and supervisory guidelines. These responsibilities involve:screening requests for information personally providing authorized information from filesand records or advice on established procedures; effectively interacting with staff topmanagement officials Veterans and family members; determining the eligibility of patientsfor admission to the HBPC program; and establishing program priorities for the successfulcompletion of projects and expedition of correspondence within established policies andprocedures.
- Since HBPC often deals with highly complex and sensitive issues for whichactions are not always specified in policy or for which no precedent has been establishedthe incumbent must independently assess the external requests for information data andpolicy guidance and recommend the proper communication channels or actions even nowritten procedures or protocols exist.
- Incumbent determines the necessary format for material which is generated by the program in accordance with VA published standards and assures that correspondence is grammatically correct and error free.

Qualifications
To qualify for this position applicants must meet all requirements by the closing date of this announcement.
Time-in-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation but must have held in the federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year it may not clearly demonstrate you possess one-year time-in-grade as required by the this instance you must provide an additional SF-50 that clearly demonstrates one-year-time-in-grade.
GS-06 grade level: One year of specialized experience (equivalent to the GS-05 grade level in the federal service); experience that equipped the applicant with the particular knowledge skills and abilities (KSAs) and other characteristics to perform successfully the duties of the position and that is typically in or related to the work of the position to be filled in the normal line of progression for the occupation in the organization. Specialized experience includes: Knowledge of office automation and filing systems is needed in order to design and organize the filing systems for the HBPC program. (This experience must be well documented in your resume.)
Preferred Experience: Medical Office Experience.
Typing Requirement: In addition to meeting experience or education requirements applicants for these positions must show possession of the following skills as appropriate. Applicants may meet these requirements by passing the appropriate performance test presenting a certificate of proficiency from a school or other organization authorized to issue such certificates by the Office of Personnel Management local office or by self-certifying their proficiency. Performance test results and certificates of proficiency are acceptable for 3 years. Agencies may verify proficiency skills of self-certified applicants by administering the appropriate performance test.
- Office Automation typing requirement of 40 words per minute typing speed -Words per minute are based on a 5 minute sample with three or fewer errors.
There is no educational substitution for the GS-06 level.Experience refers to paid and unpaid experience including volunteer work done through National Service programs (e.g. Peace Corps AmeriCorps) and other organizations (e.g. professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies knowledge and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience including volunteer experience.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
