Job Summary
Summary
This position is located in the Farm Service Agency Washington State Office located in Spokane Valley Spokane County Washington. The Deputy State Executive Director (DSED) serves as a full assistant to the respective State Executive Director (SED) is in a direct supervisory line over all Federal FSA positions in the State serves as the SEDs alter ego in their absence and participates fully with the SED in managing the State programs and in furthering the Agencys mission.
- Provides leadership and guidance to staff in administering monitoring and evaluating FSA programs to ensure compliance with the Agencys program policies and procedures.
- Provides leadership and coordination to county offices in developing and implementing operating and management plans and systems to enhance and achieve the purposes and objectives of FSA programs.
- Provides direction for the overall administrative and management activities for the State and its county offices in cooperation and participation with the FPAC Business Center and the Deputy Administrator for Field Operations.
- Participates fully with the SED in the development formulation coordination and implementation of overall FSA operating and management programs policies and plans within the State.

Specialized Experience for the GS-14 Level: To qualify for the GS-14 grade level you must possess at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service or comparable experience not gained through federal service. For this position specialized experience is defined as:
Experience refers to paid and unpaid experience including volunteer work done through National Service programs (e.g. Peace Corps AmeriCorps) and other organizations (e.g. professional philanthropic religious spiritual community student social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience including volunteer experience.
Time-in-Grade Requirement: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. You must meet this requirement by the closing date of this announcement.

Farm Service Agency (FSA) County Employees: Permanent County employees without prior Federal tenure who are selected for a Civil Service position under Public Law 105-277 will be given a career-conditional appointment and must serve a 1-year probationary period.
