Job Description
The Division Director of Finance and Performance Management provides strategic leadership for the Department of Transportations financial planning budgeting and performance management functions. This role ensures operational efficiency fiscal accountability and regulatory compliance across both operating and capital programs while aligning financial strategies with the Countys strategic priorities. The Division Director oversees financial strategy development reporting compliance training and administrative support while providing leadership to the departments administrative operations. This position manages the following four functional areas: Budget Accounting Staff Development and Training and Office and Administrative Services while collectively supporting a team of 16 employees.
Essential Duties- Leading financial analysis performance management and forecasting activities aligned with the Countys strategic goals
- Driving process improvement initiatives by reviewing practices championing new methods and managing cross functional projects
- Monitoring departmental expenses identifying variances and providing financial guidance to department leadership
- Overseeing the preparations of dashboards performance reports presentations audits financial reviews and compliance activities
- Managing employee hiring training mentoring performance evaluations disciplinary actions and work prioritization
- Ensuring compliance with grants contracts and funding requirements across operating and capital programs
- Overseeing the preparations and coordination of the Board of Commissioners agenda items related to Transportation
- Building and maintaining partnerships within the department and across county departments as well as with local state and federal agencies and external partners
- Managing and overseeing the departments safety and training programs and the administrative and human resources section
- Serving as a liaison and supporting collaboration with Purchasing Information Technology Finance departments
Public Speaking Duties- Ability to communicate effectively and engage with staff citizens leadership and elected officials as needed.
Grade
The grade for this position is 204. Salary will be dependent on education and experience.
Effective 4/11/2023 this position is eligible for the Employee Referral Program.
Minimum Qualifications
- Bachelors degree in finance accounting economics public administration business administration or a closely related field
- Eight years of progressively responsible experience related to the area of assignment AND
- Two years of experience as a supervisor
- An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above will also be considered.
Preferred Qualifications in addition to the above minimum qualifications
- Ten years of experience in financial management accounting and/or budgeting
- Five years of supervisory experience
- Oracle experience
- Knowledge of Government Finance Officers Associations (GFOA) best practices
