Job Summary

Summary

The organizational location of the position is: Chief Corporate Compliance reports to the Executive Director. The incumbent is responsible for the oversight of several services and programs of the VA North Texas Healthcare System (VANTHCS) as well as establishing the mission vision values and goals of the organization.


Duties

Duties are but not limited to:

Directs and oversees a system-wide multidisciplinary Compliance and Business Integrity Program for a VHA Health Care System ensuring alignment with VHA VISN and national oversight requirements. Leads auditing monitoring investigations privacy records management business compliance access scheduling consult practices and conflict of interest programs focusing on identifying mitigating and preventing compliance risks. Establishes goals work plans and internal controls for the Compliance Section and advises executive leadership on risk avoidance and mitigation strategies.

Develops implements and maintains comprehensive policies procedures and training programs that support corporate compliance across all disciplines ensuring consistency with VA Central Office OIG and other regulatory bodies. Creates formal education plans including orientation annual refreshers job-specific and corrective training and ensures leadership approval and system-wide implementation. Serves as Chair of the Health Care System Compliance Committee providing regular reports to the Health Care System Director and VISN Compliance Officer.

Designs and executes formal auditing and monitoring plans using industry standards and VHA guidance; oversees causation analyses and corrective action plans resulting from audits investigations and external reviews. Prepares monthly and annual compliance reports evaluating program effectiveness risk assessments and future mitigation strategies. Maintains awareness of applicable laws and regulations and manages confidential complaint intake tracking and resolution including documentation and enforcement of disciplinary actions.

Coordinates and conducts investigations of non-compliance including informal inquiries and formal Administrative Investigative Boards ensuring proper scope training documentation and timely reporting. Refers potential fraud waste or abuse to VA OIG and other legal violations to appropriate authorities. Participates in external surveys and reviews conducts facility risk assessments and provides expert guidance on compliance concerns. Functions as the subject matter expert for Business Compliance and Investigations with access to sensitive records and ensures continuous staff competency through a robust multidisciplinary training program.

Work Schedule: 7:30am- 4pm or 8am- 4:30pm

    Qualifications

    To qualify for this position applicants must meet all requirements by the closing date of this announcement 02/11/2026.

    Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year it may not clearly demonstrate you possess one-year time-in-grade as required by the this instance you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

    Individual Occupational Requirement (IOR). An IOR is a basic requirement that must be met in order to qualify for entry into this job series and it is something that cant be waived.

    • Education: Undergraduate or Graduate Education with a major study in hospital administration public health administration or related fields such as business or public administration with course work in health care administration. OR
    • Experience: You must have progressively responsible analytical or administrative or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative clinical or other service activities and provided knowledge of the following: Missions organizations programs and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide agency and facility systems and requirements in various administrative areas such as budget personnel and procurement.
    • Special Provision for In-service Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies practices and procedures and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individuals progress and appropriate adjustment of the training program.

    You may qualify based on your experience as described below:
    • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include but are not limited to: and oversaw a health system-wide compliance program spanning auditing monitoring privacy records management access and conflict of interest ensuring alignment with VHA OIG and other regulatory oversight bodies. 2. Led organizational risk identification and mitigation efforts by establishing internal controls chairing compliance committees and guiding corrective action plans in response to audits investigations and external reviews. 3. Developed and implemented enterprise-level compliance policies procedures and training programs to support workforce readiness and sustain regulatory compliance across multiple non-clinical program areas. 4. Supervised and coordinated compliance investigations and complaint intake processes overseeing data analysis documentation of violations enforcement actions and referrals related to fraud waste or abuse. 5. Planned and executed formal auditing monitoring and compliance effectiveness reviews delivering risk-based reports to senior leadership and recommending operational improvements to strengthen health system performance.

    Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.     Physical Requirements: The work is sedentary. Some work may require movement between offices hospitals warehouses and similar areas for meetings and to conduct work. Work may also require walking/standing in conjunctions with travel to and attendance at meetings and/or conferences away from the work site. Incumbent may carry and lift light items weighing less than 15 pounds.
