Job Summary

School Administrative Unit 70 is seeking an experienced human resources leader to serve as the next HR Director for the Dresden Hanover and Norwich School Districts.

As the first and oldest interstate school system in the U.S. we serve the vibrant communities of Hanover New Hampshire and Norwich three separate school districts and four governing boards requires a hands-on leader who can balance high-level technical complexity with a person-centered approach. Our ideal Director is a versatile leader: an expert in dual-state labor laws a strategist for digital HR systems and a trusted coach for our administrative teams.

General Purpose:

Direct and manage the districts human resources function. Responsible for the strategic planning and implementation of human resource programs. Recommend and implement legally sound and effective human resource management programs policies and practices

Superintendent of Schools

Supervises:

Human Resources Assistant(s) SAU Administrative Assistant Volunteer Coordinator Crossing Guards

POSITION DUTIES AND RESPONSIBILITIES:

Except as specifically noted the following functions are considered essential to this position:

  • Manage employee benefits packages and ensure they are in line with district policies bargaining agreements and legislative mandates
  • Respond to written and verbal inquiries from district employees and applicants for the purpose of solving problems providing information facilitating communication among parties and/or providing direction.
  • Responsible for onboarding of all district employees ensuring compliance in the following areas:
    • I-9 Documentation
    • Background Checks
    • State reporting requirements
  • Process all paperwork required for the initiation of employment with SAU districts including the review of employee benefits and district policies.
  • Coordinate all pay and benefit plans for all employee groups.
  • Responsible for ACA data collection preparation distribution and IRS submission.
  • Prepare and maintain required annual trainings for employees ensuring compliance with state and federal requirements.
  • Assist with union negotiations
  • Responsible for survey and data collections ensuring that reports are accurate and timely
  • Plan coordinate & conduct annual open enrollment for all employee groups:
    • Website content
    • Employee education and support
    • 1:1 Support
  • Responsible for calculation and preparation of annual employee contracts/agreements for all employees and for communicating contract adjustments to payroll when necessary.
  • Provide training and support to building level Administrators and administrative assistants:
    • Applicant Tracking systems
    • Time and attendance
    • Recruitment
    • Onboarding
  • Create ad-hoc reports as needed (Time & Attendance Vector training ERP Pro and various other software platforms).
  • Provide in-house consulting for District administrators and staff; provides information

to and assists supervisors in resolving employee relations and work performance

problems in accordance with District policies procedures and all pertinent laws and

regulations.

  • Consult with legal counsel regarding employee issues as needed
  • Ensure that all applicable paperwork associated with termination of employees is processed timely and accurately
  • Administration coordination and maintenance of district- and employee-paid post-retirement benefits for retirees. Maintain retiree database.
  • Responsible for processing and administering claims for life insurance disability benefits and workers compensation.
  • Responsible for employee leave administration ensuring compliance with federal and state (NH & VT) laws.
  • Responsible for district 403b plans - (work with 3rd party administrator ensuring compliance with with IRS regulations)
  • Establish and maintain Excel spreadsheets for salary and benefits to support budget preparation and collective bargaining.
  • Maintain and troubleshoot Time & Attendance software; create payroll reports as needed. Ensure integrations are working and maintained. (FTP ERP to Frontline)
  • Work with third party administrators to coordinate for:
    • Medical Insurance
    • Health reimbursement administration
    • Flexible Spending Benefits
    • 403B tax sheltered administration coordination
    • Dental plan
    • COBRA administration
  • Oversee employee wellness programs
  • Develop and implement human resources policies and procedures.
  • Ensure compensation and benefits are in line with school districts policies and legislation.
  • Maintain knowledge of legal requirements and government reporting regulations affecting HR functions including NH State Retirement and District Retirement rules and procedures District and Federal insurance programs Leaves of Absence Policies Workers Compensation FMLA FERPA etc.
  • Perform other duties and accept responsibilities as assigned.
  • Must comply with all SAU 70 District policy and building / department rules procedures practices and objectives.

MINIMUM QUALIFICATIONS:

Education and Experience:

  • Bachelors Degree in Human Resources Administration
  • Five (5) years of relevant experience
  • Notary public
  • Experience maintaining HRIS
