This position is located in the Department of Health and Human Services (DHHS) Substance Abuse and Mental Health Services Administration (SAMHSA) Office of the Assistant Secretary (OAS). The mission of SAMHSA is to improve the quality and availability of treatment and prevention services for people with substance abuse and mental illness.
Provides executive oversight and direction through subordinate supervisory and executive directors for the Office of the Assistant Secretary (OAS); the Centers for Substance Abuse Treatment (CSAT) Prevention (CSAP) Mental Health Services (CMHS) and Behavioral Health Statistics and Quality (CBHSQ); and the Offices of Financial Resources (OFR) and Management Technology and Operations (OMTO). Directs and integrates agency-wide programmatic and operational activities across the full scope of SAMHSAs mission ensuring alignment with the Assistant Secretarys priorities philosophy and management approach.
Leads and resolves highly sensitive and confidential matters involving agency policies priorities organizational structure and program direction. Exercises executive judgment in setting agency-wide priorities for resource allocation policy analysis and program development applying in-depth knowledge of Departmental objectives emerging issues and operational challenges. Advises senior leadership on complex policy and management issues and negotiates effectively with internal and external stakeholders to advance Agency goals.

TECHNICAL QUALIFICATIONS (TQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications.
TQ 1: Subject matter expertise on behavioral health continuum including prevention mental health promotion treatment and recovery and demonstrated ability to lead coalitions collaboratives and other convenings to advance goals of the agency.
TQ 2: Ability to oversee an agencys budget operations and provide expert advice on the interpretation of account regulations and impact of new legislation or program initiatives. Expert knowledge of the theory principles concepts and practices of financial management. Ability to present budgets to management.
EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Technical Qualification Requirements listed above all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. Salary:
Salary for Senior Executive Service positions varies depending on qualifications. The annual salary range may be found at the top of this announcement. This position may be eligible for performance bonuses and performance-based pay adjustments.
