Job Summary


Duties

  • Accesses a variety of documents including invoices receiving reports and procurement documents using the Electronic Document Management (EDM) and appropriate entitlement system.
  • Reviews documents to ensure accounting information is accurate and aligns with Accounts Payable policy.
  • Validates invoices and inputs and processes for payment into the appropriate entitlement system.
  • Verifies obligations to ensure funds sufficiency reviews documents to ensure propriety of fund usage and reconciles unmatched items prior to payment.
  • Provides status reports on over-aged accounts payable and validates and processes the clearing of over-aged accounts payable.
  • Duties will be developmental in nature when performing below the full performance level (GS-05).

Qualifications

To Be Hired At The GS-04 Entry Grade Level Applicants Must Minimally Have:

  • One year of general experience which demonstrates the ability to perform the duties of the position is required.
Specialized/General Experience at the GS-04 Is Defined As:
  • Progressively responsible clerical office or other work that indicates ability to acquire the particular knowledge and skills needed to perform the duties of the position to be filled.
To Be Hired At The GS-05 Entry Grade Level Applicants Must Minimally Have:
  • One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade GS-04 within the federal service which demonstrates the ability to perform the duties of the position is required.
Specialized Experience at the GS-05 Is Defined As:
  • Performing duties that support the processing of financial/accounting transactions using standardized procedures that may include reviewing financial/accounting systems information/documents for accuracy/completeness inputting financial/accounting information into automated systems or correcting invalid financial/accounting transactions.
This announcement will be used to fill positions with an entry grade of GS-04 GS-05 with a target grade of GS-05.
  • Minimum Salary: Grade GS-04 is $38017 Maximum is $49425.
  • Minimum Salary: Grade GS-05 is $42535 Maximum is $55296.
Volunteer Experience:
  • Experience refers to paid and unpaid experience including volunteer work done through National Service programs (e.g. Peace Corps AmeriCorps) and other organizations (e.g. professional; philanthropic; religious; spiritual community student social). Volunteer work helps build critical competencies knowledge and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience including volunteer experience.
This position requires you to obtain and maintain a Level 1 Certification under the DoD Financial Management (FM) Certification Program as a condition of employment. If you are selected you will have to obtain this certification within two (2) years of your entry on duty in the position unless you are already in a position that requires a Level 1 Certification in which case you must complete the certification within the original 2-year period. Failure to become certified within the required time-frame may be grounds for removal from the position and/or from Federal service. Education

GS-04 Substitution of Education for Experience: Two years of successfully completed education above the high school level in any field for which high school graduation or the equivalent is a prerequisite may be substituted to meet the general experience required. Equivalent combinations of successfully completed post-high school education and experience may be used to meet total experience requirements.

GS-05 Substitution of Education for Experience: Four years of successfully completed education above the high school level in any field for which high school graduation or the equivalent is a prerequisite may be substituted to meet the specialized experience required. Equivalent combinations of successfully completed post-high school education and experience may be used to meet total experience requirements.

If you are using education to substitute for the specialized experience you must submit transcripts at the time you apply. To be creditable education must have been obtained in an accredited college or university. You must report only attendance and/or degrees from schools accredited by accrediting institutions that are recognized by the U.S. Department of Education ( EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in a conventional U.S. education program. It is your responsibility to provide such evidence when applying or prior to appointment as outlined above.

  • Qualifying education from colleges and universities in foreign countries must be evaluated in terms of equivalency to that acquired in U.S. colleges and universities. Applicants educated in whole or in part in foreign countries must submit sufficient evidence including transcripts to an accredited private organization for an equivalency evaluation of course work and degree. You must provide a copy of the letter containing the results of the equivalency evaluation upon request. Failure to provide such documentation when requested will result in lost consideration.
