Summary

These positions are assigned to the Non-Appropriated Fund (NAF) Fitness Sports and Deployed Support Branch; Fleet Readiness; Commander Navy Installations Command (CNIC); Naval Support Activity Nas Whiting Field. The primary purpose of this position is to perform lifeguard duties which involve the safeguarding of the lives of patrons of the indoor or outdoor pool located at NAS Whiting Field

Duties

MAJOR DUTIES AND RESPONSIBILITES:

Level 1 (NF): Entry Lifeguard

  • At this level the incumbent will be subject to closer supervision.
  • The supervisor lead or Recreation Assistant (Lifeguard) provide significantly more instruction training and guidance for assignments planning and carrying out assignments and choosing provisions of applicable guidelines or regulations.
  • Work is closely checked by supervisor lead or Recreation Assistant (Lifeguard) for satisfactory fulfillment of instructions.
  • Incumbent will have limited latitude to make independent decisions as procedures require strict adherence to guidelines and precise attention to detail.
  • Completes duties as assigned.

Level 2: (NF) Full Performance Lifeguard
  • Responsible for safeguarding the lives of all patrons at the facility. Cautions patron regarding unsafe practices or conditions. Informs and educates patrons and staff regarding common aquatic risks and consequences. Employs preventative measures whenever possible to minimize risks. Rescues and/or assists swimmers in danger and administers emergency first aid until qualified medical assistance is present. Maintains order enforces pool rules/regulations as appropriate. Provides reliable information regarding aquatic facilities hours of operation and programs.
  • Performs all pool and/or waterfront lifeguard responsibilities (e.g. supervising swimmers/patrons and their activities monitoring all natural water activities applying first aid enforcing safety rules reporting safety hazards to supervisor performing water rescues as necessary etc.).
  • Observes conditions of area assigned (e.g. possible hazards water/chemical conditions wind and weather etc.) to ensure a safe environment removing hazardous materials when necessary (e.g. floating debris glass etc.).
  • Performs rescue work promptly renders cardiopulmonary resuscitation (CPR) or emergency first aid and calls for medical assistance as necessary.
  • Conducts and documents pool chemical testing results. Checks chlorine and pH levels on a scheduled basis; notifies Certified Pool Operator or supervisor of chemical imbalances; adjusts chemicals as directed.
  • Documents marine life water conditions and weather conditions.
  • Marks swim and surf areas with a flag system. (Waterfront Only)
  • Operates rescue vehicles (e.g. personal watercraft (PWC) rescue craft patrol boats automobiles etc.) as needed. (Waterfront Only)
  • Administers aquatic assessment testing and certification in accordance with Department of Defense (DoD) Department of the Navy (DON) and CNIC policy.
  • Provides introductory equipment orientations as needed. Checks identification cards for authorized patrons and collects usage fees if applicable.
  • Serves as the primary liaison between the activity security medical departments and Aquatics Coordinator during emergency situations.
  • Performs cleaning duties (e.g. basic janitorial services vacuuming skimming etc.) and routine facility maintenance as assigned by Aquatics Coordinator.
  • Inspects stands boards ropes safety gear and condition of the dressing rooms ensuring they are within the condition required by environmental health standards. Informs supervisor of deficiencies.
  • Uses and maintains care of emergency equipment (e.g. specialized kits and bags backboards suction devices splints stretchers monitoring equipment etc.).
  • Enforces applicable policies and procedures of Morale Welfare and Recreation (MWR) regarding the use of Aquatic facilities and waterfront operations.
  • Prepares accident/incident reports during emergency situations. Notifies management of all emergencies immediately.
  • Works with hazardous materials (e.g. cleaning agents pool chemicals etc.).

Requirements

Conditions of employment

  • Must meet Federal Employment suitability requirements and successful completion of background investigation. Background investigations are conducted using fingerprint identification and completion of background inquiry forms.
  • Must successfully pass the E-verify employment verification check. Any discrepancies must be resolved as a condition of employment.
  • You must go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9.
  • May be required to pass pre-employment examinations.
  • A valid State drivers license is required to operate motor vehicles.

Qualifications

Specialized experience directly related to the duties described above. Qualifying experience must have been equivalent to the next lower level in the normal line of progression.

Specialized experience must demonstrate the following:

  • Recreation Aide NF does not have a minimum length of experience requirement.
  • Recreation Assistant NF requires at least 6 months experience performing the duties of a lifeguard and an additional 6 months of general recreation experience.
  • Knowledge of pool and waterfront safety rules.
  • Knowledge of the beach environment marine life and beach water hazards. (Waterfront Only)
  • Knowledge of DoD DON and CNIC policies and procedures governing aquatic assessment testing and certifications.
  • Knowledge of applicable policies and procedures of MWR regarding the use of Aquatic facilities and waterfront operations.
  • Ability to appropriately identify hazards or hazardous situations and identify a patrons need for assistance immediately.
  • Ability to tactfully but forcefully provide instruction on water safety facility rules and regulations and enforce them.
  • Ability to conduct routine safety inspections of the facility and pool area to ensure they meet environmental health standards.
  • Knowledge of and ability to conduct pool chemical testing document the results and adjust chemical imbalances as directed if applicable.
  • Skilled or proficient in surf lifesaving techniques and radio communications to perform a safe and efficient rescue operation.
  • Ability to exercise control over a large group of people.
  • Ability to communicate effectively both orally and in writing.

You will receive credit for all qualifying experience including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

Experience refers to paid and unpaid experience including volunteer work done through National Service programs (e.g. professional philanthropic religious spiritual community student social). Volunteer work helps build critical competencies knowledge and skills and can provide valuable training and experience that translates directly to paid employment.

Education

All qualified applicants Must possess and maintain the following certifications: (Proof of certification MUST be submitted at time of applying)

  • Lifeguard Training Certification in accordance with CNICINST 1710.3
  • CPR for the Professional Rescuer and Healthcare Providers
  • First Aid to include Automated External Defibrillator Certification; and Blood Borne Pathogens.
