This PUBLIC AFFAIRS SPECIALIST position is located in the Public Affairs Function of a state Air National Guard Wingand is part of the CA 144 FW.
THIS IS A T32 EXCEPTED SERVICE PERMANENT POSITION
The primary purpose of the PUBLIC AFFAIRS SPECIALIST GSis to carry-out a wide range of public affairs assignments that include social media media operations community engagement command information communication planning contingency/crisis response environmental security policy review and public affairs resource management in support of the mission and the commanders priorities. The position modifies standard methods evaluates the effectiveness of information and adapts approaches in developing new informational materials aimed at enhancing the understanding of recipients.

CALIFORNIA NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an excepted service position that requires membership in the California National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. Military technicians must be assigned to a military position in the same unit which they are employed or in a unit that is supported by the employing activity. General Experience: Possess experience education or training in administrative professional investigative and/or technical work; Experience evaluating information and/or utilizing analytical skills to disseminate effective communication; Experience using computers and automation systems.
PUBLIC AFFAIRS SPECIALIST GS-1035-9: Must have at least one year of specialized experience equivalent to at least the GS-07 level or equivalent pay band in other pay systems in the Federal government. This experience may also have been obtained in the private sector but must demonstrate that it is comparable to the GS grade indicated. Specialized experience may have been demonstrated by performing duties such as: knowledge of writing communication principles methods and techniques that relate to the public affairs of an agency; Experience in applying and adapting knowledge of strictly controlled situations of an agency; Experience writing articles on routine events of non-controversial subjects; Experience responding timely and appropriately to requests for information concerning agency programs and services; Experience participating in meetings with specialized groups to listen to and understand feedback on agency programs that are of particular interest to public.

As a condition of employment new appointees are required to serve a trial period. Individuals who are initially appointed to a permanent or indefinite position in the CMD must complete a one (1) or two (2) year trial period subject to appointment type (DSMT or T5) and veterans preference. Trial periods for federal excepted service employees are established under 5 CFR Chapter I Subchapter A-Part 11.
