JOB DESCIPTION
POSITION: DIRECTOR OF FIXED ROUTE TRANSPORTATION SERVICES
CLASSIFICATION: EXECUTIVE
GRADE LEVEL: ONE - FOUR
SCOPE OF RESPONSIBILITIES:
The Director of Fixed Route Transportation Services is to supervise all Fixed Route Staff. Ensures transportation services operations are executed in accordance with Mass Transportation Authority Annual Plan/Program and within approved budget to meet the public transportation needs within the department service areas. Complete as required monthly analysis of expenses against forecasts and ridership against projections. Responsible for motivation of all Fixed Route service personnel execution of service in accordance with operating procedures and safety programs. Ensure all management and hourly staff meet performance expectations ensure proper training and standards are upheld. Must ensure consistent fair distribution of all work assignments in accordance with the Labor Agreement. Must promote Total Quality Quality Work Life and Programs established by the Four Rs Committee.
SUPERVISION BY: COO of Fixed Route Safety Training and Security.
PRINCIPAL RESPONSIBILITIES:
- Supervise and direct all fixed route transportation service personnel monitor work performance of staff
- Ensure consistently fair and equal distribution of all work assignments
- Maintain on-time service schedules for all routes by ensuring adequate personnel and resource levels are met.
- Perform street inspection and supervise street inspection programs that provide guidance in areas that should be under review
- Assist in the preparation of job descriptions of all fixed route transportation service employees as required
- Perform accident investigations go to accident scenes ensure proper accident reporting and follow up prepare and respond to emergencies as needed
- Assist Administration and Planning in grant activities pertinent to transportation service operations
- Analyze ridership data for route analysis and ridership projection purposes
- Coordinate implementation training and utilization of technology in accordance with MTA policies and procedures within Fixed Route operations
- Analyze data for mileage passengers and vehicles in transportation service operations to determine cost-effectiveness
- Counsel and discipline transportation service operations personnel as needed and in accordance with Mass Transportation Authority company rules procedures regulations and contractual agreements
- Complete purchasing requisitions for equipment/supplies for transportation service operations
- Maintain consistent and effective Management-Union working relationships maintain awareness of contract negotiations and participate in same in collaboration with Human Resources
- Execute merit programs for transportation service personnel; maintain good relationships and rapport with the staff providing them with consistent level of accessibility and communications
- Establish execute and supervise effective safety programs for Mass Transportation Authority for Fixed Route Operations
- Ensure MTA Accident Review Committee is provided with data and meeting times to review accident documentation
- Develop execute and maintain fixed route transportation service operating procedures including pre-planned emergency procedures ensure personnel adherence to Mass Transportation Authority Safety and operation rules procedures and regulations
- Complete and execute OSHA requirements for and on behalf of the employee and the Mass Transportation Authority
- Ensure monthly safety inspections completed in all Fixed Route Operations and concerned individuals briefed
- Perform other duties as assigned
QUALIFICATIONS:
To perform this job successfully an individual must be able to perform each essential duty satisfactorily. - Five (5) years extensive supervisory experience
- Excellent communications skills
- Ability to function successfully in a Team environment.
- Computer literate
- Ability to create and analyze complex reports and information and utilize same effectively
- Demonstrated ability to make decisions of greater than ordinary difficulty
- Capable of working effectively in stressful situations
EDUCATION and/or EXPERIENCE:
- BS degree and five (5) years of extensive supervisory experience preferably in transit field; masters degree preferred.
