Job Summary

Summary

This position is located at the Northern Arizona VA Healthcare System (NAVAHCS) in Prescott AZ.. The Maintenance Control Manager oversees programs at the Medical Center Community Based Outpatient Clinics (CBOCs) and other leased spaces throughout Northern Arizona. The Maintenance Control Managers duty is to serve the Veteran through the maintenance and repair of the VAs facilities equipment which can be time consuming and demanding work.


Duties

The incumbent is responsible to ensure the quality of work that is produced by Facilities Management Service through the use of inspections on the job spot checks work samples and customer feedback. Incumbent is required to keep all work areas clean and secure and observe safe work practices. The major duties and responsibilities include but is not limited to:

  • Uses broad latitude to prioritize integrate and coordinate various work activities as well as contracted work for optimum effectiveness and efficiency of accomplishment utilizing available man-hours equipment and funding resources to user program and mission needs.
  • Applies extensive knowledge of regulatory requirements to the facility equipment maintenance program to maintain compliance with The Joint Commission National Electric Code and OSHA.
  • Conducts or obtains necessary training for new unusual or problematical building or utility systems.
  • Applies extensive knowledge of regulatory requirements for equipment maintenance programs to assure maintenance and repairs are accomplished using prescribed maintenance schedule according to The Joint Commission and local requirements.
  • Oversees tenant improvements coordinating new and renewal leases in coordination with engineers for facilities throughout Northern Arizona.
  • Applies broad knowledge in the development of contract service requests to repair test maintain or minor construction work which involves a wide range of technical input and administrative tasks.
  • Serves as COR (Contracting Officer Representative) and contract Coordinator for most services maintenance and repair contracts.
  • Maintains an equipment inventory record of repairs and cost of upkeep of personal property operating equipment and nonexpendable property in order to determine cost effectiveness of repairing or replacing systems using cost analysis and equipment history files.
  • Collects analyzes and organizes data into appropriate report format using the ability to enter manipulate and receive information through data bases and special PC programs.

    Qualifications

    To qualify for this position applicants must meet all requirements by the closing date of this announcement 02/04/2026.

    Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year it may not clearly demonstrate you possess one-year time-in-grade as required by the this instance you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.


    You may qualify based on your experience and/or education as described below:

    • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include but are not limited to:experience and skill in applying a wide range of concepts practices regulations policies and precedents sufficient to provide comprehensive management advisory and technical services on tenant; overseeing and leading maintenance procedures and actions; tracking expenses reporting progress and assigning schedules; conducting regular inspections of the facilities to detect and resolve problems. OR
    • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must havehave a masters degree or equivalent graduate degree or two (2) full years of graduate level education leading to such a degree or LL.B. or J.D. in a related field. NOTE: If you are claiming to qualify based on your education you must include an official/unofficial copy of graduate level transcripts that demonstrate this information. Transcripts required. OR
    • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the position which may be substituted to meet the experience requirements for the GS-09 position. For example an applicant with 6 months of appropriate specialized experience equivalent to GS-07 (50 percent of the experience requirement for GS-09) and 1.5 years of successfully completed graduate education (27 semester hours) as is describe above (50 percent of the education requirement for the GS-09) would qualify for a GS-09 position. NOTE: per OPM Qualification Standards: Only education in excess of that required for the next lower grade (GS-07) can be used to combine with experience to qualify at the GS-09 level the applicants first year of graduate study is not qualifying for GS-09.

    PREFERRED EXPERIENCE:Experience with Healthcare Facility Maintenance preferred Commercial Facility Maintenance is acceptable. Experience in CMMS work order systems preventative maintenance tracking systems and development are required. COR certification is preferred. Experience with reporting and inspection documentation for compliance is required. Familiarity with NFPA Codes and Standards are required. Computer skills and software systems experience are required. Residential and/or handyman experience is not acceptable and will not be considered.

Volunteer work helps build critical competencies knowledge and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience including volunteer experience.

    Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

    Physical Requirements: In times of inspection and field work this position requires standing long periods of time walking crawling. climbing bending and sitting in out of the way places which includes steam tunnels attics and sub-basements.

    Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
