This position is located in the Reports Analysis Division (RAD) of the Office of Compliance (OC) at the Federal Election Commission (FEC).
This position has promotion potential to the GSgrade level. Promotion to the next grade level is at managements discretion and is based on your demonstrated ability to perform the higher-level duties.
This is a Bargaining Unit position.
As the Campaign Finance Analyst in this position you will:
In order to qualify you must meet the specialized experience and/or education requirements described below. Your resume must clearly describe your relevant experience. If qualifying based on education a copy of your unofficial or official transcripts must be provided with your application.
Minimum Qualifications for GS:
A. Specialized Experience: You must have at least one full year of specialized experience. This must include activities such as: (1) assisting with the application of qualitative and quantitative analysis research and evaluation techniques; (2) using automated software or databases (e.g. Access Excel Word etc.) to complete assigned tasks; (3) assisting with preparing letters reports or documents to support accomplishment of organizational goals; (4) assisting with compliance monitoring of various computer programs. This experience must be comparable in scope and responsibility to the GS-05 level in the Federal service (obtained either in private or public sectors).

B. Education: Have successfully completed 1 full year of graduate level education. This education must demonstrate the knowledge skills and abilities necessary to do the work of this position. (Note: you must include copies of your transcripts with your application to support this claim.)

C. Superior Academic Achievement: Met the requirements for Superior Academic Achievement by earning a bachelors degree with at least one of the following (1) a grade point average (GPA) of 3.0 or higher based on a 4.0 scale; (2) a 3.5 GPA or higher for required courses completed in a major field of study during junior and senior year of a 4-year college or university; (3) class standing of upper third of the graduating class in the college university or a major subdivision of the college such as the College of Liberal Arts based on completed courses; or (4) membership in a National Scholastic Honor Society certified by the Association of College Honor Societies excluding freshman honor order to be creditable under this provision superior academic achievement must have been gained in a curriculum that is qualifying for the position being filled. D. Combination: Have successfully completed a combination of education and experience as described above that when converted to percentages equal at least 100% of the total requirement. When combining education with experience first determine your total qualifying education as a percentage of the education required for the grade level; then determine your experience as a percentage of the experience required for the grade level; finally add the two percentages. The total percentage must equal at least 100 percent to qualify this grade level. (Note: you must include copies of your transcripts with your application to support this claim.)
Minimum Qualifications for GS:
A. Specialized Experience: You must have at least one full year of specialized experience. This must include activities such as: (1) applying qualitative and quantitative analysis research and evaluation techniques; (2) using automated software or databases (e.g. Word Access Excel etc.) to verify and/or analyze information on financial disclosure documents; (3) reviewing and/or comparing data in financial reports and associated documents; (4) providing customer service to internal and external customers. This experience must be comparable in scope and responsibility to the GS-07 level in the Federal service (obtained either in private or public sectors).

B. Education: Have a masters degree or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such degree or LL.B. or J.D. from an accredited college or university if related. Such education must demonstrate the knowledge skills and abilities necessary to do the work of this position. OR
C. Combination: Have successfully completed a combination of education and experience as described above that when converted to percentages equal at least 100% of the total requirement. Status candidates must meet time-in-grade/band requirements: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible.
One year at the GS-05 is required to meet the time-in-grade requirements for the GS-07 grade level.
One year at the GS-07 is required to meet the time-in-grade requirements for the GS-09 grade level.

In addition to meeting the Qualifications you must meet the Selective Placement Factor: Have experience in working with campaign finance/campaign funds and/or analytical research or evaluation techniques.

To qualify based on education you must submit a legible copy of transcripts from an accredited institution with your name school name credit hours course level major(s) and grade-point average or class ranking. Transcripts do not need to be official but if you are selected for this position and you used your education to qualify you must provide official transcripts before you begin work.
If you received a degree the transcript must show the date the degree was awarded or conferred.
A self-created transcript or a list of courses you have prepared is not acceptable.
Foreign education: If you are using education completed in foreign colleges or universities to meet the qualification requirements you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. Bargaining Unit: This is a bargaining unit position (National Treasury Employees Union (NTEU) Chapter 204).
