Job Summary

Summary

This position is located at the Beckley VA Medical Center Health Administration Service Patient Benefits Section in Beckley W.V. The incumbent serves as full-time program manager for Compensation and Pension Enrollment Coordination New Enrollee Appointment Request (NEAR) program Veterans Health Identification Card (VHIC) system Medical Center Switchboard VA Site Tracking (VAST) program and a cadre of 5 Medical Administration Assistants.


Duties

Duties include but are not limited to:

Program Administration 75%

  • The incumbent serves as program manager for the facility Compensation and Pension program and bares administrative responsibility for the performance of the program including average processing time and number of insufficient exams.
  • The incumbent is responsible for cost benefit analysis to determine the most appropriate means to achieve program objectives.
  • The incumbent acts as liaison with Department of Defense (DoD) to ensure seamless transition for returning soldiers and veterans into the VA Health Care System.
  • Serves as the coordinator for services rendered to non-veteran patients (CHAMPVA and TRICARE).
  • Serves as the New Enrollee Appointment Request (NEAR) Coordinator for the facility and is the subject-matter expert for managing the NEAR.
  • Serves as the VA Site Tracking (VAST) Facility Administrator for the facility and is the subject matter expert of all VA Site Tracking processes and procedures.
  • The incumbent serves as the facility program official for the switchboard and is a subject matter expert in proper call-center etiquette customer satisfaction and critical thinking and ensures that all staff operating the switchboard are well-versed in the same.
  • The incumbent serves as the facility program official for the Veterans Health Identification Card (VHIC)System and is a subject matter expert of the VHIC system eligibility requirements and the processes and procedures there within in accordance with VHA Directive 1610.
  • The incumbent serves as the program official for the cadre of Medical Administration Specialist aligned under Health Administration Service.
  • The incumbent is responsible for providing a wide array of technical and medicolegal guidance on off-tour actions and utilizes their broad understanding of facility procedure and policy to guide Medical Application Specialist staff through irregular encounters.
  • The Supervisory Medical Administration Specialist works closely with senior management and the facility Safety Management Official to ensure natural or other disasters are fully and expertly managed.
Supervisory Duties 25%
  • The incumbent performs the administrative and personnel management functions relative to employees supervised.
  • The incumbent establishes guidelines and performance expectations for employees which are clearly communicated through the formal employee performance management system.
  • Provides advice and counsel to workers related to work and administrative matters.
  • Initiates disciplinary measures as appropriate. Reviews and approves or disapproves leave requests to ensure adequate coverage.
  • Incumbent develops reviews and updates Position Descriptions to ensure improvement or enrichment of duties and improvement in job satisfaction.

    Qualifications

    To qualify for this position applicants must meet all requirements by the closing date of this announcement 02/06/2026.

    Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year it may not clearly demonstrate you possess one-year time-in-grade as required by the this instance you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

    You may qualify based on your experience and/or education as described below:

    • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include but are not limited to: overseeing and managing administrative and financial work including planning and assigning work; performing analysis and evaluation of programs that effect facility performance measures and patient care such as eligibility determinations enrollment priorities means tests as well as proper benefits determinations for eligible beneficiaries; establishing implementing and monitoring the nationally mandated means test monitoring systems; conducting statistical studies concerning eligibility and enrollment; experience in resource planning and management program evaluation and data collection/monitoring; performing cost analyzes such as development of life cycle or other cost analysis of projects; overseeing enrollment programs to include administrative processes health benefits eligibility determination and all aspects of the health benefits administration; providing training to employees on scheduling package electronic wait list eligibility and enrollment beneficiary travel customer service encounter management reporting etc; experience with budgetary eligibility enrollment workload insurance and sharing agreement data capture.

    • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. if related obtained in an accredited college or university
    OR
    • Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond two full years of graduate level education.

    Experience refers to paid and unpaid experience including volunteer work done through National Service programs (e.g. Peace Corps AmeriCorps) and other organizations (e.g. professional; philanthropic; community; student; social). Volunteer work helps build critical competencies knowledge and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience including volunteer experience.

    Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

    Physical Requirements:The majority of work is performed in an office setting which adequate light heat and ventilation. Work is mostly sedentary but requires some bending walking standing lifting and carrying of light items such as reports to various areas of the Medical Center. Working at the computer for long periods of time and accessing information from the various computer systems is necessary. Typical office setting is subject to noise caused by multiple visits by staff equipment and telephone interruptions when performing various functions on a daily basis. The work requires no special physical demands.
