The Senior Deputy Regional Director for the Northeast Region serves as a full assistant to the Regional Director who has the overall responsibility for supervising and managing Federal Prison System facilities and activities in the region comprised of numerous institutions. Additionally incumbent ensures extensive community service operations are carried out in the region through community programs staff and contract facilities. Incumbent evaluates programs in the area assigned and based on studies research review of reports and observations recommends changes to meet requirements and goals.
Primary duties of the Senior Deputy Regional Director include reporting on all problems and potential problems relating to operations in the regional office and field installationscommunicating regularly with various Bureau senior executive staff in connection with the operation and management of regional facilities and evaluating programs in the areas assigned and recommending changes to meet requirements and location-specific and agency goals.
In addition the Senior Deputy Regional Director assists the Regional Director in the operation of the regional office in the development and implementation of plans policies and programs for regional management including the allocation of financial and manpower resources. Further the incumbent has oversight responsibility for ensuring institutions within the region are actively and effectively offering qualified reentry programming that complies with federal law and regulation doing so the incumbent frequently consults with representatives of various criminal justice components at all levels and may serve as an expert consultant providing assistance to state and local officials on a wide variety of correctional administrative issues. The Senior Deputy Regional Director often confers regularly with U.S. District Judges with respect to issues of mutual concern relating to both conditions of confinement and individual inmate cases.

MANDATORY TECHNICAL QUALIFICATIONS:
To be qualified for this position applicants mustbe able to show progressively responsible experience in a correctional environment which hasdemonstrated the ability to perform supervisory or administrative duties such as trainingsubordinates in the specific duties related to their function in the institution coordinating anddirecting operations and programs in a correctional setting or at the national level evaluating performance of institution operations and the effectiveness of programs in relation to the inmate population. This experience must have been gained through the direction or assistance in the direction of an entire correctional program or major phase of a correctional program.
This position does not have an education requirement.

The Executive Core Qualifications (ECQs) of the selectee who is not a current or former career SES employee (Title 5) must be approved by the Office of Personnel Management (OPM) before addition individuals entering the SES for the first time are subject to a one-year probationary period. Applicants who have completed the Candidate Development Program (CDP) and have had their ECQs certified by OPM must provide a copy of their certificate as part of their application.
Candidates must still satisfy the MTQ of the position but do not need to address the ECQs if you:
1. Are currently serving under a career SES appointment;
2. Are eligible for reinstatement into the SES; or
3. Have successfully completed a SES Candidate Development Program and been certified by Office of Personnel Management (OPM).Proof of Qualifications Review Board (QRB) certification must be provided.
The selected individual will be subject further evaluation through a Structured Interview by the Office of Personnel Management (OPM) Qualifications Review Board (QRB). OPM must review the executive qualifications of each new career appointee to the Senior Executive Service (SES) prior to appointment.
