Duties

As the Senior Deputy Assistant Director for the Administration Division the incumbent directs the management of the variousbranches within the division. This includes programs and activities associated with procurement site selection environmentalcompliance new construction and expansion efforts and operations including its budget and financialprograms. The primary role of the incumbent is to serve as the Procurement Executive for the Bureau of Prisons (BOP) with fulltechnical responsibility for directing the development implementation and operation of programs policies and procedurespertaining to the BOP acquisition and procurement program. The BOP acquisition and procurement program includes support tothe Central Office Correctional Institutions Regional Offices and Residential Reentry Management Offices. Additionally theincumbent directs the development dissemination and implementation of procurement policies and procedures which providefield locations the necessary guidance to comply with applicable laws and government regulations; provide oversight over all BOPprocurements. As the Procurement Executive the incumbent is the Bureaus procurement expert and is responsible forinterpreting the Federal Acquisition Regulation (FAR); Department of Justice and BOP acquisitions policies statutes and represent the BOP as the principal on all procurement matters and in meetings with high-ranking officials. The incumbentmanages the planning development and establishment of short and long-term strategies and approaches for contracting plans andoverall acquisition and life cycle programs.

As a principal member of the Assistant Directors staff the incumbent is involved in all major policy decisions in the assignedfunctional areas which requires the incumbent to keep informed and current on goals and objectives of the Attorney General Directorof the BOP Assistant Director for Administration and the status of accomplishments toward those goalsand objectives. The Senior Deputy Assistant Director oversees multi-million dollar budgets throughout the BOP which includes:analyzing needs developing advanced budget projections allocating resources monitoring and tracking expenditures andreconciling budget outlays and allocations. He/she frequently coordinates with other divisional staff and the BOP Directors Officeto identify and monitor key indicators for functional areas as well as develop review and monitor agency and division specificstrategic plans.

This position requires a high level of managerial and administrative expertise to include awareness of the social and political forcesthat impact BOP programs the ability to represent the agency at the highest levels of government and the ability to delegateauthority. The Procurement Executive must maintain a Level III FAC-C (Federal Acquisition Certification in Contracting) as outlinedby the Office of Federal Procurement Policy (OFPP). Additionally the incumbent may have frequent contacts with other divisionstaff and management regional managers institution staff correctional staff and officials from other correctional and lawenforcement agencies and/or other public officials and agencies including Department of Justice (DOJ) Office of Management andBudget (OMB) and Congress.

MANDATORY TECHNICAL QUALIFICATIONS (MTQs): Your resume should demonstrate accomplishments that would satisfy the mandatory technical qualification listed below.

MANDATORY TECHNICAL QUALIFICATIONS:

MTQ 1 - Demonstrated experience in directing and leading procurement operations and providing strategic enterprise leadership; including assessing the health of the organization evaluating and measuring performance formulating objectives and priorities enhancing organizational effectiveness and efficiency and implementing plans to meet the acquisition requirements of an addition demonstrated experience in developing and refining a wide variety of acquisition strategies for a complex procurement portfolio in collaboration with the highest levels of acquisition leadership across a large functionally diverse enterprise to include leading and managing complex multi-billion acquisitions; establishing evaluating and measuring performance program control and compliance of the acquisitions.

MTQ 2 - Demonstrated experience working with senior Executive Branch officials; members of Congress; or other national-level groups to develop and implement procurement policies.

MTQ 3 - Experience leading and managing a procurement staff or large organization.

Education

This position has a positive education requirement:

  • A 4-year course of study leading to a bachelors degree that included or was supplemented by at least 24 semester hours inany combination of the following fields: accounting business finance law contracts purchasing economics industrialmanagement marketing quantitative methods or organization and management.
  • 4 years of experience in contracting or related positions.
  • You MUST provide transcripts or other documentation to support your educational claims. We will accept unofficial transcripts as long as theycontain the applicants name the name of the school the date and degree that was AWARDED/CONFERRED and the list of classes and creditsearned.Failure to provide transcripts will result in you being rated ineligible for this position.
  • Acquisition Certification: To be eligible for this position your resume MUST state whether you currently or previouslyhad a Federal Acquisition Certification. Applicants must possess the FederalAcquisition Certification-Contracting (FAC-C) Level 3 or Department of Defense Acquisition Workforce Improvement act(DAWIA) Level 3 certification.

To determine if a school or program is accredited refer to theU.S. Department of Educations Institutional Accreditation System ( post-secondary certificate program must have been completed at a qualifying educational institution equivalent to at least one academic year of full-time study that is part of an accredited college-level technical trade vocational or business school curriculum.

Education outside of the United States must be equivalent to education gained in conventional/accredited U.S. program to be acceptable for Federal employment. The Executive Core Qualifications (ECQs) of the selectee who is not a current or former career SES employee (Title 5) must be approved by the Office of Personnel Management (OPM) before addition individuals entering the SES for the first time are subject to a one-year probationary period. Applicants who have completed the Candidate Development Program (CDP) and have had their ECQs certified by OPM must provide a copy of their certificate as part of their application.

Candidates must still satisfy the MTQ of the position but do not need to address the ECQs if you:

1. Are currently serving under a career SES appointment;

2. Are eligible for reinstatement into the SES; or

3. Have successfully completed a SES Candidate Development Program and been certified by Office of Personnel Management (OPM).Proof of Qualifications Review Board (QRB) certification must be provided.

The selected individual will be subject further evaluation through a Structured Interview by the Office of Personnel Management (OPM) Qualifications Review Board (QRB). OPM must review the executive qualifications of each new career appointee to the Senior Executive Service (SES) prior to appointment.

NOTE: This is a non-law enforcement position. Individuals selected for these positions will lose law enforcement coverage and will need to return to a position with primary law enforcement coverage to regain coverage.
