Duties

  • Analyzes and interprets complex financial and administrative policies to advise staff on courses of action and provide documented comprehensive recommendations.
  • Proactively identifies the need for plans and develops special studies and evaluations to resolve complex financial and administrative matters.
  • Conducts functional operational reviews to identify best business practices developing and refining guidelines and procedures to implement process improvements.
  • Evaluates substantive operational issues developing and proposing new or revised internal controls and procedures to resolve problems of effectiveness and efficiency.
  • Serves as a technical expert on financial programs conducting reviews of staff papers for the Director and resolving issues impacting mission planning and implementation.

Qualifications

One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-11) within the federal service which demonstrates the ability to perform the duties of the position is required.

Specialized experience is defined as: Analyzing and interpreting complex financial and/or administrative policies to provide guidance and documented recommendations for improving the effectiveness and efficiency of operations. This experience must also include resolving substantive programmatic or operational issues by conducting functional reviews developing or revising internal controls and procedures planning and executing special studies and/or serving as a technical expert for high-level staff papers and recommendations.

Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-11 or higher grade in Federal Service.
** The effective date of your SF-50 must reflect that you will meet the 52-week time in grade requirement within 30 days of the announcement closing. **

You may qualify for consideration if meeting time-in grade specialized experience education requirement 90 days after competitive appointment requirement and all other qualification requirements within 30 calendar days after the closing date of the announcement unless otherwise indicated on the announcement.

Education

Education is not substitutable for specialized experience at this grade level.

This position requires you to obtain and maintain a Level 2 Certification under the DoD Financial Management (FM) Certification Program as a condition of employment. If you are selected you will have to obtain this certification within two (2) years of your entry on duty in the position unless you are already in a position that requires a Level 2 Certification in which case you must complete the certification within the original 2-year period. Failure to become certified within the required time-frame may be grounds for removal from the position and/or from Federal service.
