Job Summary

Summary

This position is part of the Defense Security Cooperation Agency. The incumbent will be responsible for working as a Budget Analyst in the Defense Security Cooperation Agency (DSCA).


Duties

As a BUDGET ANALYST at the GSsome of your typical work assignments may include:

  • Serve as a Budget Analyst responsible for performing the total spectrum of programming budgeting execution and review of the highly complex Security Cooperation (SC) programs to include a one-year two-year and x-year (no year) accounts.
  • Independently manages the formulation justification and execution of the SC budget serving as the technical authority on SC budget formulation and execution.
  • Provide expert advice and guidance to managers and DoD leadership both internal and external to the agency on the interpretation and the formulation of budget estimates and the formulation of budget requests in support of SC programs.
  • Work with external partners include the Office of Management and Budget (OMB) the Department of State (DoS) the Military Departments (MILDEPs) the Geographic Combatant Commands (GCCs) and the Congress.

  • Incumbent must attain DoD Security Cooperation Workforce (SCW) Certification and complete related continuous learning requirements
  • This is a drug testing designated position
  • May be required to work other than normal duty hours which may include evening weekends and/or holidays and/or overtime
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft

Qualifications

You may qualify at the GS-14 if you fulfill the following qualifications:

One year of specialized experience equivalent to the GS-13 grade level in the Federal service:

  • Performing and managing complex programs related to financial management budgeting accounting and financial reporting of government program funds;
  • Conducting extensive analysis of budgetary guidelines policies legislation and regulations to develop recommendations for unplanned/unfunded requirements and funding adjustments.

Other Notes:

Incumbent must attain DoD Security Cooperation Workforce (SCW) Certification and complete related continuous learning requirements in accordance with the National Defense Authorization Act (NDAA) 2017 Title 10 United States Code Section 384 and Security Cooperation Workforce Certification Program 2.0 requirements. Incumbent must complete DoD SCW Basic-level certification courses within one year. Requirements for Proficiency Level 1 - At least 1 year of successful SC work experience with a performance appraisal rating of 3 or better. Incumbent must complete DoD SCW Foundational level certification requirements within one year of entering the SC addition 40 hours of continuing education (CUE) every two years.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
