Job Summary

Summary

The Northern AZ VA Health Care System is seeking a highly qualified candidate to fill the Supervisory Clinical Administrative Specialist position within the Community Care Service at the Prescott VA Medical Center. This position provides leadership and oversight of administrative operations supervises administrative staff supports program analytics and operational planning and ensures effective coordination of administrative services in support of clinical care delivery for Veterans.


Duties

Major duties include but are not limited to:

  • Develops and coordinates internal review systems to ensure that both clinical and administrative activities follow agency and accrediting and agency standards.
  • Manages reporting evaluation and documentation processes associated with accreditation and community care program oversight.
  • Establishes procedures and operational standards to assuring services provided meet nationally accepted standards are at least equal to those available in the community and are maximally cost effective.
  • Coordinates the preparation and submission of recurring monthly quarterly and annual reports management briefings summaries and a wide variety of non- recurring reports.
  • Conducts special studies to resolve administrative problems which arise during normal operations and present conclusions and recommendations.
  • Leads quality assurance program through data collection monitoring tracking analyzing and interpretation to detect trends and care outcome impacts.
  • Integrates objective criteria and performance standards into monitoring and evaluation systems to improve care delivery and program outcomes.
  • Provides first and second level supervision over employees responsible for financial and administrative work in support of the facility community care office.
  • Exercises full supervisory authority including work assignment performance management evaluations discipline and staff development.
  • Leads staffing actions including interviewing selection promotion reassignment and workforce planning decisions.
  • Oversees training competency development and professional growth initiatives for staff.
  • Works closely with Program Specialist performs reviews by examining Veterans medical records community care authorizations community payment records and historical tracking of submitted health care claims.
  • Provides consultative services to Veterans vendors congressional offices Veteran Service Organizations staff and other stakeholders to facilitate performance improvement by providing training with regards to business and financial processes as well as internal controls.
  • Serves as subject-matter expert for Community Care operations claims compliance and external care coordination.
  • Leads performance improvement initiatives to enhance efficiency quality access and service delivery outcomes.
  • Provides strategic budget planning formulation justification execution and financial oversight for Community Care programs.
  • Serves as a financial and operational liaison with executive leadership VISN Financial Services Center (FSC) and Community Care stakeholders.

Work Schedule: Full-Time Monday through Friday 8:00AM to 4:30 PM (Tour may be subject to change based on needs of the facility)
Pay: Competitive salary and regular salary increases
Paid Time Off: 37-50 days of annual paid time offer per year (13-26 days of annual leave 13 days of sick leave 11 paid Federal holidays per year)Selected applicants may qualify for credit toward annual leave accrual based on prior work experience or military service experience.
Parental Leave: After 12 months of employment up to 12 weeks of paid parental leave in connection with the birth adoption or foster care placement of a child.
Child Care Subsidy: After 60 days of employment full time employees with a total family income below $144000 may be eligible for a childcare subsidy up to 25% of total eligible childcare costs for eligible children up to the monthly maximum of $416.66.
Retirement: Traditional federal pension (5 years vesting) and federal 401K with up to 5% in contributions by VA
Insurance: Federal health/vision/dental/term life/long-term care (many federal insurance programs can be carried into retirement)

    Qualifications

    To qualify for this position applicants must meet all requirements by the closing date of this announcement 02/06/2026.

    Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year it may not clearly demonstrate you possess one-year time-in-grade as required by the this instance you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.


    You may qualify based on your experience and/or education as described below:

    • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include but are not limited to: supervising administrative and clinical support staff; managing administrative operations that support clinical service delivery; overseeing Community Care or external care administrative processes; managing program operations; interpreting and applying VA policies federal regulations and accreditation standards; conducting program analysis and performance improvement initiatives; coordinating interdisciplinary operations; supporting strategic and operational planning; managing administrative systems supporting patient access and care coordination; ensuring regulatory compliance and quality assurance; and providing leadership for administrative services supporting Veteran care delivery.
    Preferred Experience: Experience in program analytics and Community Care are preferred.

    Experience refers to paid and unpaid experience including volunteer work done through National Service programs (e.g. Peace Corps AmeriCorps) and other organizations (e.g. professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies knowledge and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience including volunteer experience.

    Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

    Physical Requirements: Work is normally accomplished in an office setting; however due to the nature of the position and duties may be called upon to assist in the receipt storage and distribution of various supplies primarily consisting of lifting light boxes generally less than 40 pounds utilizing appropriate material handing devices and placing items on shelves or carrying them elsewhere on station or within the catchment area. Must maintain applicable training and licensing to operate assigned equipment.

    This occupation is being considered for a Veterans Health Administration enterprise-wide Critical Skills Incentive (CSI). Candidates may be eligible for a lump sum CSI. The amount of lump sum CSI is determined based on appointment date and may be pro-rated as determined by the end date of the CSI. Eligible candidates will be required to sign a service agreement agreeing to an obligated service period and failure to complete the obligated service period may result in a debt for the unearned portion of the CSI.

    This occupation is currently approved for a Veterans Health Administration enterprise-wide Critical Skills Incentive through insert date. Candidates may be eligible for a lump sum CSI for a pro-rated amount if onboard prior to the CSI expiration date. Eligible candidates will be required to sign a service agreement agreeing to an obligated service period and failure to complete the obligated service period may result in a debt for the unearned portion of the CSI.

    Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
