DUTY LOCATION: Joint Staff Hartford CT
AREA(S) OF CONSIDERATION:
Area 1: All currently employed full-time permanent and indefinite personnel assigned to the Joint Staff of the Connecticut Army National Guard.
Temporary promotion not to exceed two (2) years. The purpose of the temporary promotion is to backfill a deployed Soldier. The temporary promotion will be terminated within 30 days of return of the incumbent to the position.
Position to be filled upon the vacancy of the incumbent.
JOB SUMMARY: The purpose of this position Chief of Staff Joint Staff is to serve as the full deputy to the Director Joint Staff. Shares in and assists the chief with respect to all phases of the work of the Joint Staff in managing of National Guard military functions of the Joint Staff and joint military program operations throughout the State. The incumbent serves as an advisor to the Director and the Adjutant General or designated representative. The incumbent oversees and manages a variety of joint staff programs that include the development execution and evaluation of programs and policies pertaining to the command control operation and management of the Joint functions at State Headquarters level. Program responsibility assigned to this position is managerial and is executive in nature.
NATIONAL GUARD MEMBERSHIP IS REQUIRED. This is an excepted position that requires membership in a compatible military assignment in the Connecticut Army National Guard.
The major duties include but are not limited to:
GENERAL EXPERIENCE: Experience education or training in managing or directing one or more programs including appropriate supporting service organizations. Supervisory managerial professional or technical work experience and/or training which has provided knowledge of management principles practices methods and techniques. Experience using computer and automation systems.
SPECIALIZED EXPERIENCE: Your resume and any other supporting documentation you wish to provide must clearly substantiate you currently possess 36 months of specialized experience in the following:
No substitution of education for specialized experience.
Primary Change of Station (PCS) relocation expenses will NOT be paid.
To ensure compliance with an applicable preliminary nationwide injunction which may be supplemented modified or vacated
depending on the course of ongoing litigation the Federal Government will take no action to implement or enforce the COVID-19 vaccination
requirement pursuant to Executive Order 14043 on Requiring Coronavirus Disease 2019 Vaccination for Federal Employees. Therefore to the extent a Federal job announcement includes the requirement that applicants must be fully vaccinated against COVID-19 pursuant to E.O.14043 that requirement does not currently apply. Federal agencies may request information regarding the vaccination status of selected applicants for the purposes of implementing other workplace safety protocols such as protocols related to masking physical distancing testing travel and quarantine.

For M-Day/Traditional personnel who are currently receiving incentives to include Bonuses and the Student Loan Repayment Program the following termination rule applies:
Incentive Termination without Recoupment: If you accept a Military Technician (Mil Tech) Permanent position where membership in the National Guard is a condition of employment your bonus will be terminated with no recoupment as long as you have served at least 6 months of the bonus contract following receipt of the initial bonus payment.
