Summary

The Staffing Branch is seeking a high-impact leader to step into the role of Lead Human Resources Specialist to guide a high-performing team drive federal staffing strategy and influence how the federal government hires top talent.



Duties

  • Manages a staffing program for assigned organizations;
  • Serves as consultant to hiring managers on best practices in staffing positions advising them of options for recruitment and hiring and the hiring process;
  • Evaluates qualifications of candidates adjudicating veterans preference and referring best qualified applicants to the selecting official;
  • Provides managers and employees with information and interpretations of the agencys staffing procedures practices policies and guidelines;
  • Identifies the nature and scope of significant HR problems issues and considerations;
  • Prepares and coordinates formal correspondence on the full range of actions coordinating with appropriate officials;

  • PERMANENT CHANGE OF STATION (PCS): Moving/Relocation expenses are not authorized.
  • DIRECT DEPOSIT: All Federal employees are required to have Federal salary payments made by direct deposit to a financial institution of their choosing.
  • This position is not in the collective bargaining unit NTEU Chapter 293.
  • This is a temporary promotion not-to-exceed one year from the date of appointment to the position. The temporary promotion may be extended in six month increments.
  • This appointment may be extended OR it may end at any time during the course of the appointment at the discretion of management.
  • Applicants should also be available for possible extension if needed.
  • This temporary competitive promotion may lead to a permanent promotion without further competition.
  • If selected you may receive a salary increase for the duration of the temporary promotion. You will be returned to your original salary at the end of the appointment.

Qualifications

All qualification requirements must be met by the closing date of this announcement.

Time-in-grade for this announcement is one year at the GS/SK-13 level.

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience including volunteer work done through National Service programs (e.g. Peace Corps AmeriCorps) and other organizations (e.g. professional; philanthropic; religious; spiritual; community student social). Volunteer work helps build critical competencies knowledge and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience including volunteer experience.

MINIMUM QUALIFICATION REQUIREMENT:
SK-14: Applicant must have at least one year of specialized experience equivalent to the GS/SK-13 level. Specialized experience includes the following:

1) Performing staffing duties developing job analysis and reviewing job opportunity announcements; AND

2) Providing consultative service to hiring managers and senior leadership; AND

3) Participating in process improvement projects; AND

4) Using quantitative methods to analyze staffing data (e.g. using advanced excel functions to provide staffing data analysis for senior management or for audit purposes).
