Usesknowledge of Department of Defense Department of Navy and Marine Corps Nonappropriated Fund rules and regulations for the procurement of a wide range of commercial equipment supplies services and pre-award and post award contract functions to include solicitation development financial analysis negotiation and contract administrationsupporting the Regional Procurement Office (RPO) and Marine Corps Community Services (MCCS) typically involve state of theart information technology and professional services ina variety of specialty areas such as retail behavioral health recreation education financial services and Marine and Family Programs.
Uses knowledge of various types of contracts methods of contracting and selection factors to plan strategies toprocure complex requirements and conduct negotiations in pre-award and postaward phases of requests analyzes requirements and recommends revisions to statements ofwork on type ofcontractmilestones and procurement plans. Reviews justifications for single or sole source procurement actions and prepares documentation. Uses knowledge ofa variety of:program objectivestechnical services and commercial business practices to identify sources analyze financial data and proposals to participate in planning negotiation and administration.
Analyzes proposals forconformance financial analysis to determine price technical evaluation to determine acceptability of technical pre-award surveys to establish contactor responsibility and obtains audits and pricing reports to develop negotiation with potential contracts within delegated contracting officer authority orrecommends awardtocontracting officer. Conducts post award conferences and toprotests of contract awards contractor complaints and inquiries relating to procurement action.
Performs contract administrationfunctions until final delivery and payments are completed and contracts are closed and warning and termination personally monitor contractors performance via telephone conversations correspondence reports and visits for status of contract performancescheduling problems and proposed solutions and verification of contract provisions for contractors and MR/MCCS officials. Negotiates contract decisions oncontractor complaints inquiries relating to procurement actions and with thesupervisor develops priorities and critical and carries out work and resolves most problems that occur. Ensures PIIcompliance in the handling of personal data regarding contractors.
Maintains contract filespertaining toallphases ofprocurement from solicitation tocontract award post award administrationand final retirement clear concise and effective original correspondence and organizational participation in system wide contracts and joint contracts with sister services as required.
Usesfederal procurement lawscommand contracting regulations instructions and Comptroller General decisions as reference to complete guidelines todetermine extent of experience judgment initiative and resourcefulnessto identify aspects of regulations andlawsforapplication todesign new provisions orinnovative financial arrangements to develop justificationsthat include modifications that may deviate from usual practice.
Provides World Class Customer Service with an emphasis on courtesy. Assists customers and communicates positively in a friendly manner. Takesaction tosolveproblems the higher-level supervisor orproper pointofcontact forhelp when problems safety regulations and standards. Promptly reports any observed workplace hazards and any injury occupationalillness and/or propertydamage resulting from workplace mishaps to the immediate supervisor. Adheres to established standards ofactively supporting theprinciples of the EEO program and prevention of sexual harassment.
Performs otherrelated dutiesasassigned. Thisisawhite-collarposition where occasional lifting up to 20 lbs may be required.

BACHELORS DEGREEincontracting acquisition planning or a relatedfield appropriate to the work of positionANDthree years of experienceinthe occupation or a related field or work area ORan appropriatecombination ofeducation and experience that demonstrates possession of knowledge and skill equivalent tothat gainedin the above ORappropriate experience that demonstrates that the applicant has acquired theknowledge skills and abilities equivalent to that gained in the offederal state and/or local contract laws regulations and commercialbusiness practices and procedures applicable to the acquisition of a variety of of various types of contracts methods of contracting andstrategiestoconduct negotiations inpre-award andpostawardphases ofcontracting. Knowledge of program objectives sufficient to identify sources analyze financial data review contractproposal determine contractor responsibilityandadminister complex contract requirements.
