Job Summary
Summary
You will serve as a PROGRAM ANALYST in the PLANNING YARD DIVISION ENGINEERING & PLANNING DEPARTMENT of PSNS and IMF.
- You will provide centralized coordinated management of a program to achieve the programs strategic objectives and benefits.
- You will develop basic resolution skills to address issues within a shared governance structure while using specific rules regulations orprocedures to complete work assignments.
- You will attend meetings requiring the application of expertise from a variety of technical engineering disciplines and is required to keep higher grade analysts informed of the overall status and condition of assigned projects/programs.
- You will work with higher grade analysts to provide long range planning for technical and production support determining what support is required andensuring schedules are met.
- You will provide recommendations to senior analysts on the support required to meet schedules.
- You will have developing responsibility to establish project/program annual budgets within respective program.
- You will serve as project management assistant ensuring sound execution across cost schedule and technical performance.

- This is a bargaining unit position.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- You will be required to wear personal protective equipment such as helmets gloves coveralls glasses goggles respirators and safety shoes continuously for the duration of the work shift.
- Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes dust heat ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
For GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector analyzing current and proposed operating budgets and programs to evaluate their actual or potential effectiveness in achieving objectives.
For GS-07: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector assisting in the analysis of program trends to improve programs efficiency and effectiveness.

Education
In lieu of specialized experience you may qualify with the following education or combination of both education and experience:
For GS-09:
Successful completion of a masters or equivalent graduate level degree
OR
Successful completion of two full years of progressively higher-level graduate education leading to a masters degree
OR
Possession of an LL.B. or J.D. that is related to this position being filled. combination of experience and graduate education as described above that equates to one year of experience
For GS-07
Successful completion of one full year of graduate level education
OR
Successful completion of a bachelors degree with superior academic achievement
OR
A combination of experience and education as described above that equates to one year of experience.
