Duties

This position is located in the Office of the Chief Operating Officer (COO) Integrated Support Services (ISS) and reports to the ISS Director. The Chief of Logistics is a key member of ISS and crucial for Library operations overseeing Library assets vehicle fleet parking program deliveries loading docks internal and external mail and offsite warehouses. The incumbent performs with a high degree of independence acting in accordance with the policies and directions established by the ISS Director and the Library of Congress (LOC).

The incumbents work involves directing and managing The Librarys property and equipment inventory management program which involves management of Library assets. Manage and direct Library-wide mail and freight delivery operations screen and distributing all incoming and outgoing mail packages and deliveries to include domestic sensitive and overseas custom shipments. Asset control of equipment and furniture to facilitate office relocations to include furniture set-up and removal. Manage Library vehicle fleet including cars trucks and other equipment such as forklifts and provide safe transportation and shuttle services both during and after hour. Assigning and inspecting government property and storing items in the logistics warehouse. The work impacts the Library and has a national and internal impact.

Supervises staff up through the GS-14 level. Performs the administrative and human resource management functions related to the staff supervised. Establishes guidelines and performance expectations for staff which are clearly communicated through the formal employee performance management system. Observes workers performance; demonstrates and completes work performance critiques. Provides informal feedback and periodically evaluates employee performance. Resolves informal complaints and grievances. Prepares work improvement plans recommending personnel actions as needed. Provides advice and counsel to workers related to work and administrative matters. Effects disciplinary measures as appropriate to the authority delegated in this area. Reviews and approves or disapproves leave requests.

Manages agency program for Logistics operations including asset management receiving loading dock management and warehousing agency-wide management of material handling equipment supply services and transportation services. Evaluates analyzes and develops logistics program policies methods and procedures to further the Librarys goals in the areas of asset control accountable property inventory management and security reutilization and disposal material recycling material handling equipment and transportation. Responsibilities include planning and directing the agencys personal property management program through subordinate staff ensuring LOC adherence with automated and manual property control system including receipt and temporary storage of unprocessed materials and bulk materials.

Directs supply management receiving and warehousing operations. Establishes program standards and revises existing procedures as needed to improve operations. Develops new or innovative inventory controls procedures and policies to ensure the protection and maintenance of Library property and to accommodate existing and anticipated program needs.

Directs and manages an agency-wide property and equipment inventory management program with national and international impact. Oversees coordination of the Librarys fixed asset control and tracking program. This program includes frequent collaboration with Service Unit Property Control Liaisons and Library management offices on annual asset surveys determination of excesses and redistribution and disposal of equipment. Plans for and is primarily responsible for the quarterly Fixed Asset Reconciliation review conducted in conjunction with the Financial Services Directorate (FSD).

Oversees all Library inter and intra-agency mail distribution ensuring timely and secure delivery of sensitive materials. Improves efficiency and security of distribution through the development establishment and improvement of related processes and procedures. As appropriate transitions traditional mail functions to digital platforms.

    Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge skills and abilities to perform the duties of the position without more than normal supervision.

    Relocation expenses will not be authorized for the person(s) selected for this position.

    Although it is the Librarys policy to afford the maximum pay benefit to employees when setting rates of pay a new appointee who has had no previous Federal service will generally be paid at step one of the grade.
