Job Summary

Summary

This position is located in the Architect of the Capitol Office of Safety and Code Compliance Safety Division. The Director of the Safety Occupational Health and Accessibility Division is responsible for the total range of the divisions program responsibilities including planning organizing directing controlling and managing both the programs as well as the resources assigned to the Division.


Duties

Supervisory and/or Managerial Responsibilities

Performs administrative and technical supervisory functions for subordinates. Assigns duties and evaluates performance. Manages the organizational budget and workload. Develops performance requirements for subordinates and ensures a mutual understanding of the performance standards. Resolves complaints and grievances. Provides leadership to ensure support for equal employment opportunity (EEO) goals and requirements. Provides for employee skills enrichment through job related coaching mentoring and training.

Makes employee assignments and creates a place of employment which is free from recognized hazards that are likely to cause death or serious physical harm and raises matters that exceed the incumbents authority to higher levels of management for decisions. Decisions conform with occupational safety and health standards Congressional Accountability Act and Title I Title II Title III of the Americans with Disabilities Act and applicable to The Architect of the Capitol and with all rules regulations and orders issued by The Architect of the Capitol with respect to the occupational safety and health programs.

Safety and Health Program Management

Responsible for the planning development coordination and oversight of all AOC policies procedures data collection and practices pertaining to occupational health and safety for construction and general industry industrial safety occupational health as well as the compliance of the AOC with the Congressional Accountability Act (CAA) OSHA 1910 and 1926 and American with Disability Act.

As the technical authority provides expert advice and assistance to AOC personnel and other federal agencies on the Capitol complex on matters relating to the development execution and monitoring of highly visible controversial and politically sensitive safety and health protection policies plans and programs. Effectively deals with difficult and complex technical project management and organizational problems using innovative and original approaches.

Consults with various government officials industry representatives and public interest groups in negotiating controversial matters and devising and implementing policies and final program determinations. Manage agency-wide safety occupational health compliance inspections accessibility barriers inspections assesses safety and health regulation compliance efforts and performs comprehensive investigations of safety and health incidents.

Serves as the agency representative in matters related to safety compliance before Federal state and industry authorities and acts as the primary Agency interface with safety and health regulators at the Federal State and Local levels and accessibility compliance. Maintains contacts directly with regulators on routine compliance and reporting matters. Acts as the Agency technical expert and participates with Agency counsel in responding to and negotiating regulatory enforcement actions.

Safety and Occupational Health Project Management and Planning Work

Directs and oversees the agencys Safety Occupational Health Accessibility programs and related projects. Manages significant elements or phases of safety and health projects related to major agency functions programs or projects. Exercises responsibility for the functional management and oversight of these programs via jurisdictional inspections project monitoring and complex wide surveys in addition to developing and executing safety and occupational health programs for the agency.

Technical Safety and Health Advice and Guidance

Serves as an expert consultant on the most challenging problems in safety occupational health and accessibility problems for an agency having responsibility for a program of national or international scope and impact. Works with all levels of local management and program officials key personnel of other Agency locations other government agencies and private industry to resolve and track complex and controversial problems that arise and assure the overall resolution of issues.

Utilizes a thorough knowledge of and compliance with applicable AOC and Occupational Safety and Health Administration (OSHA) safety Congressional Accountability Act and Title 1 Title 11 and Title 111 of the Americans with Disabilities and regulations to ensure that work progresses in a safe manner and to initiate or take corrective action on unsafe conditions in managed areas.

Qualifications

You must meet the United States Office of Personnel Managements (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised must meet all eligibility and qualifications requirements by the closing date of the job announcement. Specialized experience:is experience that has equipped you with the particular knowledge skills and abilities to perform successfully the duties of the position and that is typically in or related to the position to be filled. To be creditable specialized experience must have been equivalent to at least the next lower grade level.

Candidates for the GS-15 grade level must have at least 52 weeks of specialized experience equivalent to the next lower (GS-14) grade level in the Federal service.

Specialized experience forthis position s having experience that demonstrates all of the following:

  • Establishing safety and occupational health program goals and objectives to ensure safe and healthful working environment;
  • Overseeing compliance with the Occupational Safety and Health program and requirements;
  • Developing or implementing programs to reduce the frequency severity and cost of accidents and occupational illnesses;
  • Developing and recommending safety and occupational health policy to higher levels of management; and
  • Auditing processes products or systems for compliance with established safety and occupational programs/policies.

Education

In addition to meeting the specialized experience requirements for this position applicants must possess the following:

Undergraduate and Graduate Education:Major study -- safety or occupational health fields (safety occupational health industrial hygiene) or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety occupational health industrial hygiene occupational medicine toxicology public health mathematics physics chemistry biological sciences engineering and industrial psychology.

There is no educational substitution at this grade level.

Special Instructions for Foreign Education:

Education completed outside of the United States must be deemed equivalent to that gained in conventional/accredited U.S. education programs to be acceptable for Federal employment.

Qualifying education from colleges and universities in foreign countries must be evaluated in terms of equivalency to that acquired in U.S. colleges and universities. Applicants educated in whole or in part of foreign countries must submit sufficient evidence including transcripts to an accredited private organization for an equivalency evaluation of course work and degree.

You must provide a copy of the letter containing the results of the equivalency evaluation with a course by course listing if selected.
