THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.

This National Guard position is for a TRAFFIC MANAGEMENT SPECIALIST (TITLE 32) Position Description Number D2126000 and is part of the IL 126 National Guard.


Duties

As a TRAFFIC MANAGEMENT SPECIALIST (TITLE 32) GS-2130-7/9 you will serve as a traffic management specialist performing technical and analytical work concerned with planning development and execution of traffic policies and programs.

Major Duties - This is NOT an all-inclusive list:

  • Evaluate day-to-day operations to ensure the safe efficient and economical use of cargo operations and/or carrier services.
  • Resolve conventional problems associated with the movement of cargo to include complex movements.
  • Develop a real transit time base for use in planning shipments.
  • Independently work on specified segments of large projects or well-defined projects of lesser scope involving explosives other hazardous materials and items requiring special handling such as classified mail medical etc. that require the application of standardized traffic management methods and procedures.
  • Interpret or adapt available guidelines according to project or assigned requirements and ensures consistency with transportation program policies and objectives.
  • Conduct transportation studies by analyzing data items.
  • Develop instructions and draft directives for noncontroversial issues.
  • Ensure shipments are moved safely and efficiently.
  • Resolve conventional problems associated with the movement of cargo.

    • This is an excepted service position that requires membership in the Illinois National Guard and in the military grade listed in the announcement. This is required prior to the effective date of placement. If you are not sure you are eligible for military membership please contact a National Guard recruiter prior to applying for this position.
    • Selectee will be required to wear the military uniform.
    • Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
    • Males born after 31 December 1959 must be registered for Selective Service.
    • Federal employment suitability as determined by a background investigation.
    • May be required to successfully complete a trial period.
    • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
    • IAW The Fair Chance Act Agency employees may not request criminal history information at the point of initial application upon receipt of an application or prior to during or after a job interview. If an Optional Form (OF) 306 Declaration of Employment is submitted prior to the point of a conditional offer questions related to background information section may not be asked.
    • Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
    • Participation in direct deposit is mandatory.

    Qualifications

    AREA OF CONSIDERATION: The areas of considerations for this position Title 32 Excepted Service (32 U.S. Code 709) will be in the following manner and sequence

    • The FIRST area of consideration for this position will be all excepted permanent and indefinite temporary technicians within the ILNG.
    • The SECOND area of consideration will be all current Federal Employees.
    • The THIRD area of consideration will be all Federal re-employment eligible.
    • The FOURTH area of consideration will be applicants willing to become T32 Dual Status Technicians and gain ILNG membership.
    • The FIFTH area of consideration will U.S. Citizens.

    Military Grades: Enlisted - Minimum Rank is E7 - Maximum Rank is E8

    GENERAL EXPERIENCE: MUST possess experience that has provided a general knowledge and understanding of traffic or transportation programs and operations.

    Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07 Level. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

    SPECIALIZED EXPERIENCE: GS-9 Level MUST possess at least 1 year specialized experience equivalent to at least the next lower grade of GS-7; experience education or training involving the movement of freight or passengers and determining transportation and operating costs; experience participating in the direction and coordination of traffic management functions; experience interpreting and providing routine advice on carrier tariffs and related routing guides; interpreting regulations/requirements and developing local policies to implement changes effectively: experience applying applicable Federal State and local laws and regulations concerning transportation and traffic procedures: experience preparing reports and recommendations involving appeals special permits adjustments in rates and charges: experience which involved negotiations with carriers on individual shipments or traffic movement: experience in making effective presentations both orally and in writing. GS-7 Level MUST possess at least 1 year specialized experience equivalent to at least the next lower grade of GS-5; experience managing or participating in managing a transportation or traffic program involving; conducting or participating in conducting surveys and studies of the traffic management function operating methods procedures and performance; making presentations on traffic matters before Federal State or local regulatory bodies: performing loss and damage prevention work when this included responsibilities such as policy and procedures formulation and studies of traffic operations and services: negotiating with carriers and/or regulatory bodies on questions of rates transit privileges and charges special services and charges thereof and classification of commodities: providing advisory service involving commodity analysis from the transportation standpoint.

    Experience refers to paid and unpaid experience including volunteer work done through National Service programs (e.g. Peace Corps AmeriCorps) and other organizations (e.g. professional; philanthropic; religious; spiritual; community student social). Volunteer work helps build critical competencies knowledge and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience including volunteer experience.
