DUTY LOCATION: Army Aviation Support Facility (AASF) Windsor Locks CT
AREA(S) OF CONSIDERATION:
Area 1: All currently employed full-time permanent and indefinite personnel of the CTARNG.
Area 2: All currently employed full-time temporary technician personnel and all current traditional members of the CTARNG.
Area 3: Individuals eligible for membership in the CTARNG. Membership must be satisfied within four (4) months of selection.
JOB SUMMARY: The purpose of this position is to assume responsibility for providing instruction evaluation and examination of rated pilots instructor pilots and aero scout observers in flying techniques and methods of instruction examination and evaluation. Instruction involves basic and advanced techniques for flying aircraft using instruments.
NATIONAL GUARD MEMBERSHIP IS REQUIRED. This is an excepted position that requires membership in a compatible military assignment in the Connecticut Army National Guard. Applicants who are not currently a member of the Connecticut Army National Guard must be eligible for immediate membership and employment in the Connecticut Army National Guard. The major duties include but are not limited to:
MANDATORY REQUIREMENTS: Experience based on the candidates possession of Federal Aviation Administration pilot certificates -OR- appropriate military certifications military ratings in the main-frame military aircraft of employment and the required competencies (knowledge skills and abilities).
GENERAL EXPERIENCE: An applicant must have a competent understanding of the occupations basic principles and concepts. Applicants should have a minimum of one year on-the-job experience in the grade (or a comparable military rank) immediately below the next higher level. Candidate must possess a minimum of 500 flight hours.
SPECIALIZED EXPERIENCE: Your resume and any other supporting documentation you wish to provide must clearly substantiate you currently possess 24 months of specialized experience in the following:
No substitution of education for specialized experience.
You will be required to serve a 2-year trial period during which we will evaluate your fitness and whether your continued employment advances the public determining if your employment advances the public interest we may consider:
- your performance and conduct;
- the needs and interests of the agency;
- whether your continued employment would advance organizational goals of the agency or the Government; and
- whether your continued employment would advance the efficiency of the Federal service.
Upon completion of your trial periodyour employment will be terminated unless you receive certification in writing that your continued employment advances the public interest.
Primary Change of Station (PCS) relocation expenses will NOT be paid.
To ensure compliance with an applicable preliminary nationwide injunction which may be supplemented modified or vacated depending on the course of ongoing litigation the Federal Government will take no action to implement or enforce the COVID-19 vaccination requirement pursuant to Executive Order 14043 on Requiring Coronavirus Disease 2019 Vaccination for Federal Employees. Therefore to the extent a Federal job announcement includes the requirement that applicants must be fully vaccinated against COVID-19 pursuant to E.O.14043 that requirement does not currently apply. Federal agencies may request information regarding the vaccination status of selected applicants for the purposes of implementing other workplace safety protocols such as protocols related to masking physical distancing testing travel and quarantine.

Incentive Termination without Recoupment: If you accept a Military Technician (Mil Tech) Permanent position where membership in the National Guard is a condition of employment your bonus will be terminated with no recoupment as long as you have served at least 6 months of the bonus contract following receipt of the initial bonus payment.
