Summary

You will serve as a SUPV NUCLEAR ENGINEER/HEALTH PHYSICIST in the Radiological Control Office in the Yokosuka Detachment of PSNS and IMF.

Duties

  • You will serve as Director of Radiological Control for the Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS and IMF) Yokosuka Detachment.
  • You will establish and/or implement policies regarding the management of a radiological control program.
  • You will monitor functions and maintenance of the radiological control training programs to include training retention testing and drills.
  • You will supervise a radiological quality control program to verify safety and reliability of operations to ensure the protection of the public/environment.
  • You will provide and exercise direct administrative and technical supervision over detachment radiological control personnel.

  • This is an overseas position. You will be subject to and must be able to satisfy the overseas requirements of the 26Jul12 DODI 1400.25 V1230: position may require travel to places within and outside the contiguous United States which could include remote or isolated sites. You may be required to travel on military and commercial aircraft for extended periods of time.
  • If eligible for permanent change of station the appointee will be required to sign a transportation agreement to establish a Government time in service requirement of 12 months.
  • Must be able to obtain and maintain a U.S. Passport.
  • May be required to obtain a VISA dependent on the overseas countrys laws/regulations.
  • You will be required to sign the Statement of Understanding for Overseas Employment acknowledging receipt and understanding of the statement of living and working conditions for this location.
  • Within the Department of Defense (DoD) the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to successfully complete a pre-appointment physical examination.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • This position is subject to work an uncommon tour including nights weekends and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.

Qualifications

In addition to the Basic Education Requirements for this position your resume must also demonstrate at least one year of specialized experience at the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience providing on-site management control of radiological work involved in propulsion plant repair facility maintenance technical work document reviews radioactive material control; emergency preparedness; and active participation in the Radiological Emergency Response Program.

Basic Requirements:
1. Degree: natural science or engineering that included at least 30 semester hours in health physics engineering radiological science chemistry physics biology mathematics and/or calculus.
OR
2. Combination of education and experience -- courses as shown in A above plus appropriate experience or other education; or certification as a health physicist by the American Board of Health Physics plus appropriate experience and other education that provided an understanding of sciences applicable to health physics comparable to that described in paragraph A.

For 0840:
Basic Requirements:
A. Successful completion of a professional engineering degree. To be acceptable the program must: (1) lead to a bachelors degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics such as optics heat transfer soil mechanics or electronics. Such education must demonstrate the knowledge skills and abilities necessary to do the work of the position.
OR
B. Combination of education and experience -- college-level education training and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering and (2) a good understanding both theoretical and practical of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
1. Professional registration or licensure -- Current registration as an Engineer Intern (EI) Engineer in Training (EIT)1 or licensure as a Professional Engineer (PE) by any State the District of Columbia Guam or Puerto Rico. Absent other means of qualifying under this standard those applicants who achieved such registration by means other than written test (e.g. State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example an applicant who attains registration through a State Boards eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.
2. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States the District of Columbia Guam and Puerto Rico.
3. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical mathematical and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.
4. Related curriculum -- Successful completion of a curriculum leading to a bachelors degree in an appropriate scientific field e.g. engineering technology physics chemistry architecture computer science mathematics hydrology or geology may be accepted in lieu of a bachelors degree in engineering provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence or several years of prior professional engineering-type experience e.g. in interdisciplinary positions. (The above examples of related curricula are not all inclusive.)
