As a Supervisory Human Resources Specialist you will provide administrative and technical direction to the Timekeeping team to achieve mission requirements complete accurate and prompt actions develop strategic planning initiatives and provide internal and external customer support.


Duties

  • Organizational Location: This position is located in the Department of Homeland Security U.S. Citizenship and Immigration Services within the Human Resources Operations Center and are assigned based on the need of the agency.
  • Provide technical and administrative supervision and management over timekeeping systems and various programs including Voluntary Leave Transfer Program.
  • Manage various requirements for Professional Liability Insurance Freedom of Information Act and Equal Employee Opportunity cases.
  • Demonstrate effective leadership/mentoring by performing a full range of responsibilities such as setting performance goals and providing performance feedback to employees.
  • Promote an effective team environment to include encouraging and recognizing employee achievements ensuring full utilization of skills and fostering career development.
  • Actively participate in formulating timekeeping and leave program policies and reviewing liaison activities for agency-wide programs.
  • Develop and evaluate timekeeping and leave program processes and procedures taking necessary actions to achieve organizational objectives including recommending program objectives and improvements for the future.
  • Identify the developmental and training needs of employees involving coordinating courses/schedules procuring funding/facilities and evaluating training activities.
  • Coordinate with internal and external audit teams developing reports and monitoring to ensure ongoing compliance with all time and attendance leave and various other assigned program compliance.

    Residency Requirement: There is a residency requirement for all applicants not currently employed by U.S. Citizenship and Immigration Services. This residency requirement states that candidates must have for three of the last five years immediately prior to applying for this position; (1) resided in the United States; OR (2) worked for the United States Government as an employee overseas in a Federal or Military capacity OR (3) been a dependent of a U.S. Federal or Military employee serving overseas.

    Supervisory/Managerial Probationary Period: You may be required to serve a twelve-month probationary period upon appointment to this position. You may also be required to complete an appropriate supervisory training course within one year of assignment to this position.

    Qualifications

    The qualifications for this position must be met by 11:59 PM (Eastern Time) on 02/11/2026.

    Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service. The Time-in-Grade requirement must be met by 11:59 PM (Eastern Time) on 02/11/2026.


    GS-13: You qualify at the GS-13 level if you possess one (1) year of specialized experience which is equivalent to at least the GS-12 level in the federal government that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties:
    • Leading a team to support mission requirements improve programs and develop projects necessary to achieve an organizations goals and objectives;
    • Providing advice and guidance to both internal and external customers on the utilization of timekeeping applications within an organization;
    • Communicating both orally and in writing with a wide variety of peole from diverse backgrounds to include explanations of laws regulations and policies;
    • Developing training materials and providing technical guidance to address deficiencies modifications and updates to existing systems.
