This vacancy is for a GS-1750-9/11 Instructional Sytems Specialist located in the Department of Homeland Security U.S. Coast Guard FORCECOM ENTERPRISE PERFORMANCE SOLUTIONS BRANCH in NORFOLK Virginia.


Duties

You will serve as an Instructional Sytems Specialist serves as a consultant in the areas of human performance technology (HPT) instructional systems design (ISD) evaluation and professional development and supports FORCECOM training manager HQ Program Offices and FORCECOM subunits as needed.

Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include:

  • Analyzing designing developing and/or revising a variety of performance support systems resident and exportable instruction SOJT ADL blended learning solutions and electronic performance support solutions for customers (as well as courses on the CG
  • Conducting evaluation of resident ADL and blended learning curricula and products and provides performance support following the guidance in the CG Training System SOP. Implements tracks and measures internal and external evaluation results.
  • Utilizing HPT to determine and recommend the appropriate analysis to align performance problems with the analysis approach (e.g. front-end job-task training requirements or occupational). Synchronizes the analysis process requests with the appropriate training management and personnel.
  • Providing performance support and instructional systems development guidance for instructional programs and materials and HPT processes.

    Qualifications

    Basic Requirements: This position has a positive Education Requirement in addition to at least one year of Specialized Experience or substitution of education for experience or combination (if applicable) in order to be found minimally qualified. Transcripts must be submitted with your application package. You MUST meet the following requirements:

    EDUCATION:

    Degree: that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas:

    1. Learning theory psychology of learning educational psychology: Study of learning theories as they relate to the systematic design development and validation of instructional material.
    2. Instructional design practices: Study of the principles and techniques used in designing training programs developing design strategy and models and applying design methods to the improvement of instructional effectiveness.
    3. Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs including developing written and performance tests and survey instruments and determining reliability and validity of evaluation instruments.
    4. Instructional product development: Study of the techniques appropriate for developing training materials including identifying learner characteristics specifying objectives applying training strategy validating training materials and evaluating training.
    5. Computers in education and training: Study of the application of computers in education and training including selecting appropriate computer software.

    AND

    To qualify at the GS-09 grade level your resume must demonstrate at least one (1) full year of specialized experience equivalent to at least the GS-07 grade level in the federal sector. Specialized experience is experience that has equipped you with the ability skill and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience include performing the following types of tasks on a regular basis.

    • Introductory knowledge of adult learning theories instructional design principles and strategies training evaluation and HPT.
    • Communicate verbally and in writing to a variety of individuals and groups in support of FORCECOM projects and initiatives preparing reports presenting information and/or briefings.
    • Professional knowledge in a wide range of functional or specialized area of instructional systems such as application of HPT emerging technologies performance analysis instructional design instructional materials development instructional program evaluation professional development etc.

    To qualify at the GS-11 grade level your resume must demonstrate at least one (1) full year of specialized experience equivalent to at least the GS-09 grade level in the federal sector. Specialized experience is experience that has equipped you with the ability skill and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience include performing the following types of tasks on a regular basis.

    • Introductory knowledge of adult learning theories instructional design principles and strategies training evaluation and HPT.
    • Communicate verbally and in writing to a variety of individuals and groups in support of FORCECOM projects and initiatives preparing reports presenting information and/or briefings.
    • Professional knowledge in a wide range of functional or specialized area of instructional systems such as application of HPT emerging technologies performance analysis instructional design instructional materials development instructional program evaluation professional development etc.
    • Independently performs work that requires original development and revision of materials or methods as well as performing assigned tasks under the guidance of a senior instructional designer. Completed work is reviewed for effectiveness and consistency by senior instructional designer for educational philosophy objectives of the program and policies of the organization.
