Summary: To serve as the Executive Support Specialist for the Director Deputy Director and Assistant Director of the Air National Guard. Conducts comprehensive analyses of a wide diversity of organization functions and processes. Provides expert management consultation to improve mission effectiveness resource efficiency and resource savings.


Duties

  • Identifies and analyzes key issues develops strategies and advises ANG Director and senior leadership on recommended courses of action on a broad variety of topics related to the Air National Guard functions. Uses quantitative and qualitative analytical techniques knowledge of management processes and techniques to improve support systems and assigned programs.
  • Serves as Project Officer for Director of ANG directed initiatives and special interest items. Participates in special projects and initiatives and performs special assignments as requested.
  • Coordinates review of higher level taskings identifies best course of action potential problems and recommends ANG response. Performs high-level integration of analytical and time-sensitive staff activities. Maintains constant awareness of any issues impeding the command mission.
  • Executes schedule management for the Director ANG to include establishing priorities committing time coordinating logistics managing protocol assembling background information requesting and gathering read- ahead materials reviewing all meeting read-ahead materials arranging preparatory sessions and delegating taskers or scheduling items to meeting point of contact or other senior management officials in the organization.

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • Incumbent must be able to obtain and maintain a TOP SECRET security clearance.
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.
  • Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force national security and public safety. Category II/Type 5/ Code O.
  • Incumbent must have capacity to withstand such deadline pressures make sounds judgments and decisions under pressure and possess a well-developed sense of urgency and job responsibility.
  • Incumbent also must have a high degree of flexibility for response to changing work requirements and must have a well-developed ability to follow through and follow-up on the required on-going actions.
  • Incumbent should have experience in working at the highest organizational levels and must exercise tact initiative diplomacy and good judgment in working with all levels of personnel.
  • Depending on the type of position (competitive/excepted) you are selected for you will be required to serve a 1-year probationary period OR 2-year trial period.
  • Upon completion of your probationary/trial period your employment will be terminated unless you receive certification in writing that your continued employment advances the public interest.

Qualifications

In order to qualify you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12 or equivalent in other pay systems. Examples of specialized experience includes preparing staff reports/briefings and skill in organizing and delivering briefings to managers to encourage understanding and acceptance of findings and recommendations to include military command structure missions programs and organizational relationships and program goals and objectives the sequence and timing of key operational events and milestones and methods of evaluating planning actions as they relate to actual events.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge skills abilities and/or competencies in the following areas:

1. Knowledge of a wide range of principles practices and quantitative and qualitative evaluative techniques used in program analysis to identify evaluate resolve and present issues or problems to isolate discrepancies or identify trends that impact organizational mission objectives both operationally and strategically.
2. Knowledge of analytical and evaluative methods and techniques as well as measurement of data to plan schedule and conduct projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of program operations to include adapting or developing new or modified methods.
3. Knowledge of and skill in designing and conducting comprehensive studies and developing solutions to broad operational and contingency areas.
4. Knowledge of the missions roles functions organizational structures relationships and operational planning objectives of Air Force and DoD organizations.
5. Skill in gathering evaluating and interpreting data sufficient to arrive at valid supportable conclusions and to offer meaningful recommendations.
6. Skill in planning and independently managing short and long-term projects and to cultivate and sustain positive working relationships to project completion. Ability to communicate effectively with tact and diplomacy to advocate command positions and build successful cross-functional teams; to logically and effectively explain programs functions and activities and gain understanding of the organizations efforts.


PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience including volunteer work done through National Service Programs (i.e. Peace Corps AmeriCorps) and other organizations (e.g. professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience including volunteer experience.
