Job Summary

Summary

This position is located within Health Administrative Service (HAS) at VA Long Beach Healthcare System (VALBHS). The purpose of the position is to perform programmatic and supervisory duties to ensure the efficient and effective provision of health care services to patients accessing care at Tibor Rubin VA Medical Center and its Community Based Outpatient Clinics (CBOC). Two (2) open positions located at Long Beach.

Duties

The Section Chiefs provides overall management and leadership to the Section and will:

  • Manage a Section of HAS including:
    • Providing supervision to three (3) subordinate supervisors as well as other staff as/when needed.
    • Oversight over Outpatient Scheduling.
    • Performing a variety of duties supporting HAS and the Medical Center
    • Contributing to Personnel Management/Recruitment for the Section
  • Advocate for Section staff as well as create and maintain numerous partnerships with Services throughout the facility
  • Functions as a technical expert on HAS topics related to the Sections responsibility
  • Coach/guide staff in various administrative/operational processes.
  • Represent HAS at various levels and for various activities as needed
Duties include but are not limited to the following:
The incumbent will serve as Section Chief (Outpatient Medical Administration Services) in the Health Administration Service (HAS).

The incumbent provides a high level of administrative support to HAS and upper management and clinical services. The primary supervisory function of this position is to provide leadership in the Outpatient Clinic and Centralized Scheduling. The position will provide support to the HAS training program Office of HAS and to supervisors and Leads within the section. As a first line supervisor the incumbent approves develops performance standards describes position descriptions completes annual performance appraisals take appropriate action as it relates to performance and conduct interviews and hires new employees plans assigns instructs and evaluates employees work.
Incumbent must be forward thinking and can strategically execute both short- and long-term plans. The Section Chief will implement ideas for improved processes and quality of work. He/She also establishes priorities schedules deadlines for routine and special work assignments and monitors the quality and quantity of work performed. Resolves employee complaints/grievances determines employees training needs and recommends approval for extended costly training for staff that may enhance their skills. She/he is delegated the responsibility for formulating plans evaluating and coordinating the day to day administrative management of the entire section she/he oversees. Incumbent conducts in-service training to staff. Data Analysis: The incumbent is a principal resource person to various service chiefs and top management officials in resolving difficult and highly complex problems which may be confined to a single service or may extend across numerous organizational lines. Program Coordination: The incumbent is responsible for coordinating and supporting mechanisms for successful data capture as it relates to Appointment Management Consults Insurance Capture and maximizing data management efforts. The incumbent will be responsible to ensure accurate timely and consistent data is entered into the Medical Center database. Also the incumbent will provide the vision for development of monitors in measuring all data input. He/she will establish in depth training to ensure that HAS and other identified Medical Center staff are educated and accountable for data management. Long-Range Planning: Performs staff support work in short and long-range planning efforts and complies with directives and national guidelines in preparing weekly monthly and quarterly and annual reports. Development of Policies and Procedures: Responsible for ensuring policy adherence task reviews delegation of work developing and managing databases necessary for tracking System Redesign training/participation and making recommendations as to funding staffing equipment space and policy issues based upon the information collected. Applies effective management techniques designed to ensure maximum and efficient utilization of personnel reductions in cost elimination of waste and overlapping of services improvement of operations and development of goals in terms of both positive short and long-range impact of area of responsibility. Business Acumen/Building Coalitions: The incumbent is involved in problem solving observation of new or revised systems workflow and teaching related to management. The incumbent must negotiate with services to solve problems and conflicts utilize technical methods and procedures or to persuade others to cooperate in meeting objectives when there are problems in securing cooperation.

    Qualifications

    To qualify for this position applicants must meet all requirements by the closing date of this announcement 02/05/2026.

    Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year it may not clearly demonstrate you possess one-year time-in-grade as required by the this instance you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

    You may qualify based on your experience as described below:

    • Specialized Experience: (In addition to meeting Time and Grade) You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include but are not limited to: data processing accounting budget health care systems data security medical record patient information management system management principles Patient enrollment and eligibility.     Experience refers to paid and unpaid experience including volunteer work done through National Service programs (e.g. Peace Corps AmeriCorps) and other organizations (e.g. professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies knowledge and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience including volunteer experience.

    Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.     Physical Requirements: Regular and recurring work is mostly sedentary involving sitting at a desk although the position requires the ability to move from one geographic location of the facility to another. The incumbent works with a computer screen and keyboard. Some physical effort such as standing walking bending or prolonged sitting may be required. The incumbent may be exposed to walking to outlying areas. The work places no special physical demands on the employee.
