This position is part of the Defense Nuclear Facilities Safety Board.
Oversees full pre- and post-award duties as agencys procurement expert. Serves as main contact for Federal policies with authority over contracts. Coordinates with teams reviews specifications resolves issues analyzes costs and manages complex long-term awards and administration. Provides advisory services to the Chief Financial Officer Deputy & Executive Director of Operations and other senior agency officials.
Supervises a staff of a contracting specialist and oversee contract support staff. Performs all aspects of contracting transactions for procurements that include a wide array of complex professional and technical services or products where there is a lack of precedent and experience such as for the production of prototype equipment or systems or for research and development functions.
Maintains complete authority for all contractual actions and phases of the program including initial planning requirements definition advanced and engineering development testing prototype procurement initial production full production technical data and training equipment and materials.
Serves as a lead negotiator and principal expert on complex and unique contract types terms and conditions. Provides guidance and interprets contract terms and conditions modifications requests for equitable adjustments and claims and contract administration remedies. Assists in strategic planning/organizational performance assessments by working on agency-wide task forces workgroups and committees.
Oversees the development and recommendations of contracting policies in a functional area of procurement e.g. pre-award or price/cost analysis including responsibility for formulating guidelines implementing new developments and providing policy interpretation to subordinate contracting activities. Develop and publish Directive and Operating Procedures (SOP) and ensures that they are current and comply with the Federal Acquisition Regulations (FARs) executive Orders (EOs) and recent policies. Provides management and oversight in issuing procurement policy books directives and other documents.
Advises management and contracting officers on matters pertaining to contracting actions including contracting procedures and policy interpretation in day-to-day contact and through formal correspondence.
Serves as the agency-wide expert in a functional area of procurement e.g. pre-award issues or price/cost analysis and post award issues responsible for providing expert technical advice and guidance staff coordination and consultation.
Performs work associated with the analysis of automated contracting systems or with providing advice and guidance on contracting and procurement issues including procurement using small/disadvantaged businesses.
You must meet one of the following Basic Requirements to be eligible for this position.
1. Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher-level contracting positions including at least 4 years of experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position and must have provided the knowledge skills and abilities to perform successfully the work of the position. AND
2. A 4-year course of study leading to a bachelors degree that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting business finance law contracts purchasing economics industrial management marketing quantitative methods or organization and management. OR
3. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade unless granted a waiver under Paragraph 4. OR
4. Waiver: When filling a specific vacant position the senior procurement executive of the selecting agency at his or her discretion may waive any or all of the requirements of Paragraphs 1 and 2 above if the senior procurement executive certifies that the applicant possesses significant potential for advancement to levels of greater responsibility and authority based on demonstrated analytical and decision-making capabilities job performance and qualifying experience. With respect to each waiver granted under this Paragraph 4 the senior procurement executive must document for the record the basis of the waiver. If an individual is placed in a position in an agency on the basis of a waiver the agency may later reassign that individual to another position at the same grade within that agency without additional waiver action.

At the GS-14 level you must meet the following qualification: One (1) full year of specialized experience equivalent to at least the next lower grade level (GS-13) in the Federal Service that has given you the particular knowledge skills and abilities required to successfully perform the duties the position. Specialized experience for this position defined as: Applied contracting principles laws regulations and procedures sufficient to plan develop implement and maintain all aspects of one or more major systems contracts; Provided expert technical leadership staff coordination and consultation by applied knowledge of a procurement functional area; Formulated guidelines implementing new developments and providing policy interpretation; Performed in-depth evaluations of acquisition data and technical capabilities or the performance of the contractor anticipating problems and providing advice to project personnel on effective implementation and time frames required.
Directly related experience must have involved applying contracting principles laws regulations and procedures sufficient to plan develop implement and maintain all aspects of contracting.
