THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.

This National Guard position is for a FINANCIAL MANAGEMENT ANALYST-Title 5 Position Description Number T5636P01 and is part of the WI 128 ARW Wisconsin Air National Guard.


Duties

  • Independently performs and examines financial management functions to ensure internal and external accounting systems and administrative controls are sufficient to confirm that obligations and disbursements comply with applicable laws and that funds are safeguarded against waste loss and misappropriation. Reviews accounting and pay documents travel vouchers and vendor payments to ensure supporting documentation is proper and valid. Performs post-audit voucher reviews.
  • Aggregates data from multiple financial and accounting systems and sources in order to directly or indirectly provide the Comptroller Wing Commander United States Property and Fiscal Officer (USPFO) National Guard Bureau (NGB) Unites States Air Force (USAF) DFAS Department of the Treasury and senior level management with accurate and timely financial reporting.
  • Analyzes and accurately processes financial services transactions (i.e. payroll debts and miscellaneous entitlements) while applying quality assurances techniques. Resolves complex functional problems within the pay system for affected customers.
  • Executes full spectrum pay and entitlement operations (Military Pay Civilian Pay Accounting and Travel Pay).
  • Analyzes and measures the effectiveness and efficiency of financial operations; reliability of financial reporting; compliance with policies regulations applicable laws and guidance; and ensures that internal controls are in place.

    CONDITIONS OF EMPLOYMENT & NOTES:

    • Must be able to obtain and maintain the required security clearance.
    • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
    • Ability to establish effective professional working relationships with coworkers and customers contributing to a cooperative working environment and successful accomplishment of the mission.
    • * Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
    • May be required to travel by car in military and/or commercial aircraft and by other means of transportation as appropriate to perform temporary duty assignments.
    • **This position is designated as Essential Personnel and may be subject to duty in preparation for or in response to a state emergency or disaster declaration. Head of Agency requests to exceed 14 days in a calendar year must be approved in advance by the National Guard Director of Manpower and Personnel (NGB-J1)
    • This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012 Public Law 112-81 Subtitle F-Financial Management Section 1599d. Incumbent shall comply with the requirements of this certification program.
    • Federal employment suitability as determined by a background investigation.
    • May be required to successfully complete a probationary period.
    • Participation in direct deposit is mandatory.
    • May be subject to furlough actions.
    • Acceptance of a Federal position may terminate Tricare Tricareeligibility.
    • Males born after 31 December 1959 must be registered for Selective Service.

    Qualifications

    GENERAL EXPERIENCE: In addition to OPM general experience evaluate applicants knowledge skills and abilities for:
    - Skill in collecting and analyzing data effectively efficiently and accurately;
    - Skill in applying procedures and directives by reading and interpreting program material;
    - Skill in presenting formal training presentations and briefings;
    - Ability to prepare reports and presentation formats.

    SPECIALIZED EXPERIENCE: Must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-9) in Federal Service that equipped you with the particular knowledge skills and abilities to perform successfully the duties of the position and that is typically in or related to the position to be filled. Specialized experience includes but is not limited to: Experience with Generally Accepted Accounting Principles methods procedures and techniques. Financial and Federal accounting standards cost accounting standards managerial accounting and financial analysis. Experience validating transactions and performing research to resolve inconsistencies. Experience analyzing particular facts of fiscal transaction problems/issues; verify evaluate and interpret considerable amounts of data; obtain additional information to reconcile discrepancies or inconsistencies; and apply pertinent fiscal laws regulations precedent decisions and procedures to determine appropriate action for resolution. Experience examining accounts to analyze and detect trends and problems. Experience using various accounting system software package applications and computer systems to resolve problems of processed transactions. You will be evaluated on the following Competencies for this position: accounting financial systems managing and organizing information and technical competence. At least 4 years of FM experience with 2 years in DoD FM preferred. Certificates in the follow desired but not required for the position: Certified Public Accountant Certified Internal Auditor or Certified Government Financial Manager

    Education

    NOTE: Active Duty military members will be required to submit a DD-214 prior to appointment. All other required documents must be uploaded while the announcement is open. Late submissions will not be accepted.

    If claiming 10 point preference you will need to submit a Standard Form SF-15 Application for 10-point Veterans Preference.
