Job Summary

Summary

The primary purpose of this position is to serve as a Designer/Coordinator and Space Planner within the Facility Services Division Integrated Support Services Directorate (ISS) in the Office of the Chief Operating Officer (OCOO).The incumbent executes assignments that often involve organizing and managing several separate projects that must be carried out concurrently.


Duties

The incumbent implements innovative space management strategies manages furniture inventories and furniture and finish (F&F) contracts recommends innovative and state-of-the-art technology solutions to improve and enhance the flexibility and utilization of workflow process within the office space and represents the office at meetings with senior management as well as vendors suppliers and contractors. The work is largely evaluated in terms of work accomplishments especially when uniquely different or sensitive projects are involved.

Project Development and/or Management Work

Plans directs and designs centralized and mission-specific projects under established and/or proposed the full range of space planning work following a multitude of steps in order to make apositive recommendation on space; makes an inspection of present or proposed space to observe working
conditions; and interviews appropriate staff in each affected division or office to become familiar with essentialspace requirements. Keeps abreast of the newest theories designs and developments in the work environment planningand design and associated fields pertinent to the incumbents duties; and provides advice and makes
recommendations to management regarding the optimal use and management of Library facility space. Develops block allocations of assigned space that incorporate functional adjacencies and preparesplans showing detailed layouts of furniture and partitions for entire projects.

Advises and Consults with other Officials and Professionals

Undertakes special technical studies and assignments as set forth by the Manager. Consults and provides advice in aspecialized area of planning to obtain cooperation and agreement on specific plans and projects such assignmentsmay vary in size scope and complexity.

Centralized Project and Program Management

Serves as project and/or manager for centrally managed activities performing the full range of program/projectmanagement functions for space planning programs and projects. Monitors and creates statements of work for contracts supporting Library facility requirements;evaluates technical proposals; attends all agency/contractor/client meetings including pre-proposal conferences andproject meetings; monitors scheduling of agency/contractor/client responsibilities which include inventoryingfurnishings and space layouts establishing approval dates completing budgets and preparing evaluation reports. Assists in the management of the SUPD Furniture and Furnishings (F&F) budget which includestracking expenditures and ensuring that funds are spent in a manner consistent with Library and office policies andorganizational priorities.

Develops Policies Procedures & Guidelines for Facilities Service Functions and Performs Liaison Activities.

Serves as an authority on space and facilities matters and provides guidance and advice concerningissues that require considerable adaptation and/or interpretation of policies procedures or practices; may performin-depth analyses to assess effectiveness of administrative policies and procedures for facilities service functions;interprets Library of Congress regulations; formulates instructions to implement newly developed or modifiedguidance and recommends modifications when appropriate; reviews updates to facility space design and ergonomicpolicies documents and requirements proposed or initiated by the Library of Congress; and plans organizes andconducts studies or surveys of specialized facilities policies or functions; and recommends and implements newprocedures or guidelines where existing policies are inadequate or nonexistent. Serves as technical expert exercising independence and judgment to develop and maintain effective workingrelationships with a wide range of stakeholders within the office and agency.

This is a non-supervisory bargaining unit position.

    Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge skills and abilities to perform the duties of the position without more than normal supervision.

    • Ability to plan manage and administer operations and facility maintenance programs. **

    Althoughit is the Librarys policy to afford the maximum pay benefit to employees when setting rates of pay a new appointee who has had no previous Federal service will generally be paid at step one of the grade.
