The primary purpose of this position is to manage a diverse safety and occupational health program involving diverse aviation industrial safety occupational activities and provide advisory safety services. Supervises a small subordinate staff typically 3 or fewer positions.


Duties

Plans directs coordinates and evaluates activities necessary to the overall management of a diverse occupational safety program.

Plans directs and conducts investigations and analyzes of mishaps and hazardous conditions to determine origin causes and contributing elements and prepares written evaluation reports concerning findings and proposed recommendations.

Prepares supplements to instructions and manuals and develops specialized local instructions defining mishap prevention programs and procedures based on interpretation and/or adaptation of higher command instructions and policies formulated by other federal government agencies.

Reviews plans and specifications for new construction major building alterations and/or changes in equipment and monitors project through completion to ensure compliance with safety codes and standards.

Develops and provides technical safety training/instruction to supervisors employees and/or unit safety representatives on a wide range of work operations areas such as traffic safety techniques proper storage of hazardous materials common laboratory hazards and building evacuation procedures.   • The duties of this position require the employee to operate a motor vehicle. An appropriate valid drivers license is required.
  • Employee may be required to work other than normal duty hours to include evenings weekends and/or holidays
  • May occasionally be required to work other than normal duty hours and/or Shift work may be required which may include overtime and/or irregular hours.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft/vehicle to conferences meetings or functions away from the duty office/location. Travel may include overnight stays.
  • Disclosure of Political Appointments is required
  • This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program.
  • Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force national security and public safety

Qualifications

In order to qualify you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions to include the Individual Occupational Requirements (IOR) Administrative and Management Positions GS-0018 Safety and Occupational Health Management Series.

BASIC REQUIREMENTS OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: In addition to meet the basic requirement above to qualify for this position you must also meet the qualification requirements. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11 or equivalent in other pay systems. Examples of specialized experience includes in or related to Safety and Occupational Health Manager that provided the comprehensive knowledge of body of laws regulations policies standards procedures methods and techniques applicable to safety and occupational health requirements that provided the specific knowledge skills and abilities to perform successfully the duties of the position. Examples of qualifying specialized experience include:

  • Managing Flight safety or occupational health program elements.
  • Developing and recommending safety and occupational health policy to higher levels of management.
  • Applying safety and occupational health laws regulations principles theories practices and procedures to advise on or resolve technical matters dealing with occupational safety and health requirements.
  • Developing safety and occupational health standards regulations practices and procedures to eliminate or control potential hazards.
  • Developing or implementing programs to reduce the frequency severity and cost of accidents and occupational illnesses.
  • Analyzing or evaluating new and existing jobs processes products or other systems to determine the existence severity probability and outcome of hazards.
  • Designing or modifying workplaces processes products or other systems to control or eliminate hazards.
  • Inspecting or surveying workplaces processes products or other systems for compliance with established safety and occupational health policies or standards and to identify potential new hazards.
  • Training of workers supervisors managers or other safety and occupational health personnel in safety or occupational health subjects.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge skills abilities and/or competencies in the following areas:
  1. Knowledge of safety and occupational health principles practices procedures laws regulations and current legislative issues as they relate to the military installation occupational safety program; the requirements methods and techniques of accident/mishap investigation analysis resolution of safety problems and formal reporting procedures; and risk assessment methods and techniques for evaluation of safety and occupational health risks.
  2. Knowledge of safety security personnel management and EEO regulations practices and procedures.
  3. Knowledge of basic safety construction standards methods practices techniques materials and equipment to determine compliance with regulations and standards.
  4. Knowledge of standard training techniques methods and materials sufficient to develop and present formal training and instructional sessions.
  5. Skill in conducting mishap investigations; analyzing and evaluating hazardous conditions; preparing reports and recommendations and addressing risk assessment methods and techniques for safety code compliance.
  6. Skill in the interpretation of engineering drawings and specifications sufficient to identify hazardous conditions in proposed facilities.
  7. Ability to manage small staff and carry out all phases of personnel management responsibilities.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience including volunteer work done through National Service Programs (i.e. Peace Corps AmeriCorps) and other organizations (e.g. professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience including volunteer experience.
