Job Summary
As a Management and Program Analyst GS-13 you will perform the following duties:
- Servicing as an expert analyst and advisor to management on the evaluation of the effectiveness of government programs and operations or the productivity as well as efficiency of the management of Federal agencies.
- Developing evaluating and/or implementing policies in assigned program areas taking or recommending actions to achieve organizational objectives and recommending actions for future programs and improvements.
- Developing implementing and monitoring management information systems that focus on long- and short-range plans policies and programs to accomplish the objectives and priorities established by statues executive orders the Department or executive management.
- Ensuring accurate concise and timely information is available to management and policy officials through briefings presentations and conferences.

You qualify for the GS-11 grade level if you possess one of the following:
Experience: One year of specialized experience at the GS-9 grade level or equivalent performing duties such as:
- Working with senior level analysts to conduct audits.
- Assisting with senior level analysts to evaluate policies in assigned program areas.
- Assisting senior level analysts to evaluate program performance indicators.
- Education: Ph.D. or equivalent doctoral degree 3 full years of progressively higher level graduate education leading to such a degree OR LL.M. if related
- Combination of Experience and Education: Appropriate combinations of successfully completed post-undergraduate education and experience also may be used to meet the total qualification requirements for the GS-11 grade level.
- Obtaining information that is pertinent to the completion of audits.
- Collaborating with program offices throughout the life cycle of audits.
- Reviewing all submissions for substance conformance and completeness to ensure compliance for authorization.
- Serving as a mid-level analyst on the evaluation of the effectiveness of government programs and operations or the productivity as well as efficiency of the management of Federal agencies.
- Evaluating policies in assigned program areas and recommending actions to achieve organizational objectives as well as actions for future programs and improvements.
- Managing information systems that focus on long- and short-range plans policies and programs to accomplish the objectives and priorities established by statues executive orders the Department or executive management.
- Ensuring accurate concise and timely information is available to management and policy officials through briefings presentations and conferences.

For GS-11 Specialized Experience: A Ph.D. or equivalent doctoral degree such as LL.M or 3 full years of progressively higher level graduate education leading to such a degree.
*For GS-12 Education: There is no education substitution for this grade level.
