Job Summary

Summary

This position is located in the Department of Health & Human Services (HHS) Centers for Medicare & Medicaid Services (CMS) Center for Medicaid and CHIP Services Financial Management Group (FMG) Division of Financial Policy.

As a Supervisory Financial Management Specialist GSyou will serve as a technical expert and advisor to leadership on financial reporting activities related to the Medicaid and Childrens Health Insurance Program (CHIP) and manage a staff.


Duties

  • Provide leadership and direction to professional and technical staff responsible for developing Medicaid and Childrens Health Insurance Program (CHIP) financial policy.
  • Serve as a technical expert and resource to leadership as well as other internal and external stakeholders on issues related to the Medicaid financial management regulations and policies.
  • Set direction and oversee Medicaid financial policy; conduct regular financial management activities to monitor State performance.
  • Manage preparation of other documentations such as briefing materials for CMCS senior officials to use in discussion with senior CMS and Departmental officials.

In order to qualify for the GS-15 you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-14 grade level in the Federal government obtained in either the private or public sector to include: 1) Monitoring the financial oversight activities for Medicaid CHIP or other similar national healthcare programs; 2) Interpreting and implementing regulations pertaining to Medicaid finance grant management or other related budgetary activities to manage and provide program oversight (i.e. contracts intergovernmental agency agreements discretionary grants general acquisitions); 3) Overseeing the development and implementation of laws regulations policies procedures governing the financial operation and management of Medicaid and CHIP programs or other similar national healthcare program and 4) Overseeing the work assignment of subordinate team members performing technical review of staff work and providing feedback for improvements.

Experience refers to paid and unpaid experience including volunteer work done through National Service programs (e.g. Peace Corps AmeriCorps) and other organizations (e.g. professional philanthropic religious spiritual community student social). Volunteer work helps build critical competencies knowledge and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience including volunteer experience.

Time-in-Grade: To be eligible current or former Federal employees and current or former Federal employees applying under the VEOA eligibility who hold or have held a permanent General Schedule position in the previous year must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
