Duties

  • Duties described below reflect the full performance level GS-11. Duties assigned to an entry grade of GS-7 or GS-9 will be developmental in nature.
  • Analyzes plans and evaluates directorate functions to determine validity propriety accuracy and adequacy of work processes.
  • Applies financial management analysis knowledge of automated systems and related regulatory and statutory requirements to identify financial management problems.
  • Confers with personnel at all levels; observes operating practices; and accomplishes any other tasks deemed essential to performance of related duties.
  • Reviews and analyzes a variety of reports received from internal and external sources including reports produced by automated systems.
  • Performs quality control examinations of operations policies procedures and internal controls including the analysis of data and information with the objective to prevent and detect deficiencies in the operation of functional area systems.

Qualifications

One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-05 for GS-07 GS-07 for GS-09 and GS-09 for GS-11) within the federal service which demonstrates the ability to perform the duties of the position is required.

Specialized experience for the GS-07 grade level is defined as: applying financial laws principles systems policies methods and practices to provide routine technical guidance to managers employees and/or customers; or researching financial policies and laws to resolve common financial issues.

Specialized experience for the GS-09 grade level is defined as: researching and interpreting financial regulations policies and laws to provide substantive recommendations and advice to managers; or analyzing and evaluating reports and data from financial systems to identify issues and discrepancies.

Specialized experience for the GS-11 grade level is defined as: analyzing financial and accounting operations to recommend process improvements; or monitoring and evaluating financial systems to identify weaknesses and ensure compliance with internal controls; or analyzing the impact of applicable laws and regulations on an organizations financial policies operations and systems and recommending changes to maintain compliance.

Time-in-Grade for GS-07: Current or former federal employees who have held a GS position in the preceding 52 weeks must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-05 or higher grade in Federal Service.
Time-in-Grade for GS-09: Current or former federal employees who have held a GS position in the preceding 52 weeks must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-07 or higher grade in Federal Service.
Time-in-Grade for GS-11: Current or former federal employees who have held a GS position in the preceding 52 weeks must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-09 or higher grade in Federal Service.

** The effective date of your SF-50 must reflect that you will meet the 52-week time in grade requirement within 30 days of the announcement closing. **

You may qualify for consideration if meeting time-in grade specialized experience education requirement 90 days after competitive appointment requirement and all other qualification requirements within 30 calendar days after the closing date of the announcement unless otherwise indicated on the announcement.

Education

GS-07 Substitution of Education for Experience: One full year of graduate level education or Superior Academic Achievement ( may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements.

GS-9 Substitution of Education for Experience:
Two full years of progressively higher level graduate education Masters or equivalent graduate degree may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements.

GS-11 Substitution of Education for Experience: Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed higher-level graduate level education and experience may be used to meet total experience requirements.

  • Moving expenses will not be paid.
  • Telework availability is limited and will only be provided on a rare case-by-case basis during situations where Agency Leadership has determined that telework serves a compelling DoD need.

  • This position will be covered by formal training under the DFAS Career Acclimation Program (DCAP) at the GS-07 and GS-09 grade levels. The purpose of this program is to develop well-qualified well-trained high potential employees for future positions within DFAS. Promotion is conditional based on performance successful completion of training and availability of higher graded work. Participants who do not successfully complete the program may be separated.
  • For grades below the full performance level only MSP/PPP eligible candidates who currently occupy a formal training program position will be entitled to exercise their priority preference.
  • Pay for first time hires to the Federal Government will typically be set at step 1 salary range for their respective grade level.
