What will you dointhis position

The FSLC CoCoordinator will lead the Cluster jointly with the FAO CoCoordinator supported by a team of information management officers and data analysts. The overarching objective of this position is to oversee and guide nationallevel coordination for partners operating across all Oblasts ensuring alignment with humanitarian priorities standards and accountability requirements.

The FSLC CoCoordinator will be accountable to WFP and FAO as the Cluster Lead Agencies and will work under the overall guidance of the WFP Head of Programme.

The position is based in Kyiv with travels to Dnipro - where the FSLC maintains a subnational hub - and other relevant locations as operational needs require.

The war in Ukraine has had drastic consequences both for people inside the country and for those around the world who depend on its food supplies. The war has caused immense suffering for civilians displaced families and disrupted supply chains and food production. It has caused one of the fastest forced population movements since the Second World War. Close to 6 million Ukrainians are still living as refugees across Europe and almost 3.6million are internally displaced. Many have lost their homes and livelihoods. As food production and supply lines are disrupted by fighting many families in the east and south of Ukraine do not have reliable access to nutritious food.

WFP uses a combination of food and cashassistanceto support communities affected by the war. This includes working with local partners to distribute food boxes in areas near the frontline and providing cash transfers in locations where people have access to banks and markets to buy food. Since March 2022 WFP has distributed food and cashassistanceequivalent to 3.7billion meals to people displaced and affected by the war.

How can you make a difference

Under the supervision of Head of Unit the Programme Policy Officer shall:

  • Colead FSLC meetings ensuring the inclusion of national authorities and key partners at national and subnational levels;
  • Colead the FSLC contribution to the HNRP by coordinating needs identification and analysis (including severity geographical scope and People in Need) and by guiding the design of the response strategy and logframe in close collaboration with relevant stakeholders;
  • Jointly with the FSLC CoCoordinator oversee the work of the FSLC subnational coordination/information management hubs in Dnipro Odesa and other hubs;
  • Lead the Food Assistance Working Group to support partners in key thematic areas related to the provision of food assistance (cash and/or inkind) including response design gaps analysis deduplication referrals protection mainstreaming and other crosscutting issues;
  • Participate in and contribute to coordination forums including InterCluster Coordination technical working groups (e.g. Cash Working Group) and other relevant clusters such as WASH Health and Protection at national and subnational levels;
  • Oversee timely inclusive and regular information sharing and discussion with cluster partners through various modalities including cluster meetings and email dissemination of cluster products (dashboards maps assessments etc.);
  • Ensure mainstreaming of crosscutting and crosssectoral issues (e.g. gender age human rights disability environment early recovery protection nutrition) and the use of appropriate participatory and communitybased approaches in cluster/intercluster needs assessments analysis planning implementation and monitoring;
  • Ensure the use and application of common standards and harmonization of programmatic responses (SOPs on modality of delivery Minimum Expenditure Basket minimum assistance package);
  • Ensure oversight of the development of regular food security reports (sitreps bulletins newsletters etc.); Undertake advocacy and resource mobilization efforts on behalf of FSLC partners;
  • Carry out additional coordination or support tasks as requested.

To join us in saving lives changing lives you will have:

Education:University degree in International Affairs Economics Nutrition/Health Agriculture Environmental Science Social Sciences or other field relevant to international development assistance or First University Degree with additional years of related work experience and/or trainings/courses.

Experience: Minimum of 3 years of relevant professional experience in humanitarian response settings and/or development programmes at mid-senior level including in the food security sector or coordination.

Current knowledge and experience of the national and international humanitarian response in Ukraine is a benefit.

Willingness and ability to work in difficult environments in often stressful time- critical situations Formal training in Cluster coordination or previous Cluster experience is strongly desirable.

Knowledge & Skills:

  • Ability to work and plan at strategic and operational levels.

  • Understanding of the international humanitarian response architecture including humanitarian principles coordination mechanisms humanitarian reform and action and funding mechanisms (e.g. Humanitarian Programme Cycle

    - HPC Central Emergency Response Fund and Flash Appeals Pooled funds).

  • Ability to express and summarise ideas orally and in writing in a diplomatic and inclusive manner.

  • Ability to organise and facilitate workshops meetings and to present outcomes on behalf of a group of stakeholders.

  • Strategic and technical knowledge of conducting food security and vulnerability assessments monitoring and reporting.

Language: Fluency (level C) in both in Englishand Ukrainianlanguages.
