General Description


Performs highly complex (senior-level) consultative services and technical assistance work for the Texas Water Development Board (TWDB) State Programs with emphasis on the Texas Water Fund (TWF) and conveyance coordination responsibilities. Work involves planning developing and implementing internal and external guidance to ensure consistent and compliant program administration. Responsible for establishing program goals and objectives. Develops guidelines forms procedures policies rules regulations and schedules. Establishes priorities and coordination with cross-divisional and/or cross-agency teams. Serves as a subject matter expert for TWDB state-funded programs and represents the agency before internal and external stakeholders including governmental entities and public groups. Oversees and/or participates in special projects/programs as assigned by the Manager Division Director Assistant Deputy Executive Administrator or Deputy Executive Administrator. May train others. Works under limited supervision with moderate-to considerable latitude for the use of initiative and independent judgment. Reports to the Manager of the Program Administration State Programs Department.

Essential Job Functions

  • Serves as the WSI subject matter expert for the Texas Water Fund (TWF) and other state-funded programs. 
  • Provides guidance to stakeholders on program administration and compliance with state and federal laws legislation rules regulations and guidelines.
  • Provides consultative and technical assistance to internal and external stakeholders on state and federal statutes rules regulations guidelines and program administration for the Departments state-funded programs with a focus on outreach and education for entities seeking financial assistance.
  • Oversees the invitation process for state financial assistance programs including the allocation of funding.
  • Assists with the implementation of water supply water system and water conveyance projects funded under the TWF.
  • Coordinates with external stakeholders on conveyance-related issues as required under the Texas Water Code.
  • Tracks program outcomes and analyses related to water supply water system improvements conservation water loss mitigation and conveyance coordination.
  • Provides guidance and technical assistance to the conveyance coordination component of applicable projects to ensure compliance with statutory requirements and TWDB policy objectives.
  • Develops and maintains detailed process and procedure documents to ensure programmatic sustainability
  • Serves on the Program Administration & Reporting bill analysis team.
  • Manages any revisions to the TWF implementation program guidance work process documents Intended Use Plans and associated Texas Administrative Code provisions.
  • Identifies develops and implements policy and process improvements to the TWDBs state financial assistance programs in conjunction with other agency staff members.
  • Prepares and makes presentations to internal and external groups on the TWDBs Financial Assistance programs.
  • Provides cross training on specialty programs and backing up the other Program Administration Program Specialists.
  • Participates and contributes as a member of multi-disciplinary teams.
  • Participates in independent job-related research and demonstrates initiative when seeking solutions to issues.
  • Provides superior customer service to internal and external customers.
  • Participates in seeking job-related training opportunities.
  • Maintains confidential and sensitive information.
  • Ensures individual and team files (electronic and hard versions) are appropriately maintained and timely disposed of in accordance with the agencys records retention procedures and schedule.
  • Maintains required certifications and licenses and meets the continuing education needs and requirements of the position to include attending mandatory training courses.
  • May be required to operate a state or personal vehicle for business purposes.
  • Performs other duties as assigned.

Qualifications :

Minimum Qualifications

  • Graduation from an accredited four-year college or university with a bachelors degree in Public Administration Planning Science Engineering Business Finance or related field.
  • Eight years of relevant work experience developing monitoring or implementing a government financial assistance program or publicly funded infrastructure project.
  • Four years of work experience in a Public Administration Public Policy Planning Government Economics Business or Finance role.    
  • Relevant education and experience can be substituted for each other on a year-for-year basis.
     

Preferred Qualifications

  • Experience with the development or administration of a publicly funded water or wastewater project as an employee or contractor of a public entity.
  • Experience with the development and maintenance of process documentation operating procedures and/or public guidance materials. 
  • One year of experience with a TWDB financial assistance program or other agency activity.
  • Previous experience in contract administration grant administration or loan processing.
  • Experience with task automation.

Knowledge Skills and Abilities

  • Knowledge of local state and federal laws and regulations relevant to the Program Administration State Programs Department
  • Knowledge of the principles and practices of public administration.
  • Knowledge of state and federal financial assistance programs.
  • Skills in using Microsoft Office programs such as Word Excel Teams Outlook and SharePoint.
  • Skills in use of internet email word processing spreadsheet presentation and database software.
  • Ability to maintain the security or integrity of critical infrastructure within Texas.
  • Ability to meet agency in-office requirements.
  • Ability to adhere to work schedules follow procedures with respect to leave and submit accurate timesheets by prescribed deadlines.
  • Ability to make mature objective decisions and identify areas of potential problems.
  • Ability to perform effectively and willingly when changes occur in scope and nature of the work and work environment.
  • Ability to perform routine and non-routine work assignments accurately and on-time with little or no supervision.
  • Ability to perform assigned duties and improve work habits and/or output.
  • Ability to complete assigned work on time neatly and with infrequent errors.
  • Ability to interpret policies procedures and regulations.
  • Ability to provide prompt courteous and accurate assistance and clear and concise communication to internal and external stakeholders both verbally and in writing.
  • Ability to work and cooperate with others in a team environment.
  • Ability to manage multiple tasks.
  • Ability to stand/sit/move with no physical limitation or aids to perform activities such as retrieve/replace files in a large file system for boxes up to 30 lbs.
  • Ability and willingness to travel 25% of the time primarily within the State of Texas.
  • Ability to operate a vehicle (state or personal) for state business and maintain a drivers license and driving record that complies with state and agency requirements.
  • Ability to work shifts that may exceed 8 hours including early mornings nights and weekends.
  • Ability to train others.
  • Ability to analyze financial data and interpret difficult or complex transactions.
