Job Summary

Provides leadership direction and coordination directly to the 24-hour operation of assigned service line inpatient units and related partial hospitalization programs. Establishes and maintains a clinical environment that enables programs to meet or exceed budgeted census is proactive and responsive to changes in patient acuity and census makes appropriate adjustments to ensure a safe and therapeutic environment of care and fosters staff training growth and retention. This role will have overall responsibility for developing and meeting business plan strategies and objectives which includes program development; facility design; clinical effectiveness/outcomes and financial performance as it pertains to behavioral partnership with the medical staff will be responsible for assuring the consistency and quality of all behavioral health service delivery at all Calvert Health Medical Center campuses.

Responsibilities:

Customer Relations

  • Demonstrates customer focus and strives to exceed customer expectations for customer service.
  • Is responsible for the successful development implementation and maintenance of the behavioral health service line across Calvert Health Medical Center.
  • Meet the needs of the community through service line partnership with hospital physician and community leaders.
  • Develop relationships with internal and external stakeholders including government officials and community leaders at the regional state and national level.
  • Develop relationships with the community and donor community Foundation Boards and the Calvert Health Medical Center Board of Trustees as needed including the support of fundraising activity.

Planning & Program Evaluation

  • In collaboration with the Calvert Chief Nursing Officer and Sheppard Pratt Medical Director(s) at Calvert plans and implements overall treatment philosophy quality standards and monitoring of the quality of services delivered.
  • Develops and implements short- and long-term goals and objectives and plans and develops programs and services which are consistent with Sheppard Pratt and hospital mission and strategic plan.
  • Establishes and maintains a system to evaluate the effectiveness of assigned units and programs/services.
  • Monitors and reviews performance in relation to goals and objectives and makes changes as needed to improve quality and productivity.
  • Create brand awareness for Calvert Health Medical Center behavioral health programs and services.

Fiscal Management

  • Responsible for the fiscal management of assigned areas.
  • Accountable for the development management and evaluation of operating budgets with the goal of reducing operating expenses while enhancing quality.
  • Accountable for achieving objectives while operating within budgeted expense targets.

Staff Supervision

  • Directly responsible for the selection training direction performance appraisal discipline and discharge of staff in assigned areas.
  • Selects and monitors the performance of outside contractors.
  • Provides staff development and education.
  • Facilitates team building and the integration of programs.
  • Identifies individual/group issues and concerns and develops strategies for action which assist in promoting and maintaining team morale.

Compliance

  • Ensures that assigned programs comply with the requirements of licensing regulatory and accrediting bodies.
  • Through appropriate delegation ensures the evaluation and monitoring of documentation of patient care records for unit(s) and initiates corrective action to ensure compliance with internal and external standards.

Operational Management

  • Develops and works collaboratively with the Calvert Chief Nursing Officer to establish staffing mix for assigned areas.
  • Develop procedures for areas of responsibility. Has significant input in the creation of clinical services and nursing policies.
  • Utilizes clinical expertise in the provision of direct patient care consultative activities staff development and research of challenging clinical issues.
  • Develops secures approval and implements revised models for education and/or clinical/nursing staff recruitment and retention.
  • Demonstrates effective problem resolution skills.
  • Effectively incorporates best practice in assigned areas of responsibility.
  • Acts as the Hospital Representative for IVC court hearings.

Improving Program Effectiveness & Efficiency

  • Suggests ways in which units and programs can maintain and improve safety.
  • Promotes and encourages an emphasis on performance improvement.
  • Participates in planning promoting and conducting performance improvement activities.
  • Serves on process improvement teams as appointed.
  • Keeps abreast of current developments and trends in psychiatric nursing and clinical services management through attendance at appropriate conferences seminars and through professional reading.
  • Maintains confidentiality regarding all communication pertaining to patients families and organizational business.

Completion of Assigned Goals

  • Develops implements and evaluates achievement of annual office goals which are consistent with Sheppard Pratt goals.

Requirements:

  • Position requires a thorough knowledge of behavioral health clinical operations comprehensive knowledge of licensing regulatory and accreditation practices and requirements general administrative and human resources theory resource and program planning acquired through completion of a Masters degree in Nursing or Social Work plus 5-7 years of progressively more responsible clinical care experience including at least 3 years of management experience.
  • A very high level of interpersonal skills is required of this position to provide leadership and direction to assigned nursing unit and shift leadership; to interact effectively with the medical staff; to work with and/or chair task forces and committees; and to facilitate team building.
  • Position requires problem-solving and conceptual skills to determine optimum patient care requirements maximize the utilization of resources and identify and supervise performance improvement initiatives for assigned areas of responsibility.
  • Must have an active Maryland nursing or social work license to practice in the state of Maryland or must have an active license in a compact state that allows them to practice in Maryland if they reside in that compact state. A multistate licensee who changes primary state of residence to another party state shall apply for a multistate license in the new party state within 60 days. The rule requires that the candidate apply for a new license in a new primary state of residence within 60 days of relocating it does not require the new license be issued withing 60 days.

This position has a pay range of $117082.16 minimum to$185000maximum. Pay for this position is determined on a number of factors including but not limited to years and level of related experience.
